77 relating to electronic voter registration.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter A, Chapter 13, Election Code, is
1010 amended by adding Section 13.009 to read as follows:
1111 Sec. 13.009. ELECTRONIC VOTER REGISTRATION. (a) The
1212 secretary of state shall, in coordination with the Department of
1313 Public Safety, implement a program to allow a person with an
1414 unexpired driver's license or personal identification card issued
1515 in this state to complete a voter registration application over the
1616 Internet from a secure Internet website.
1717 (b) The Internet website established under this section
1818 must allow a person to submit:
1919 (1) an initial application for registration; and
2020 (2) an application to update a voter registration
2121 record.
2222 (c) When a person submits an application under this section,
2323 the secretary of state shall compare the information provided by
2424 the applicant against Department of Public Safety records.
2525 (d) The completed online application and information from
2626 the Department of Public Safety, including the applicant's digital
2727 signature, shall be provided to:
2828 (1) the county voter registration office for the
2929 county where the applicant currently resides; and
3030 (2) the secretary of state for the statewide
3131 computerized voter registration list under Section 18.061.
3232 (e) An application electronically submitted under this
3333 section is considered for all purposes as an application submitted
3434 by mail under this title. A digital signature given as provided by
3535 secretary of state rule meets the signature requirement under
3636 Section 13.002(b).
3737 (f) The secretary of state shall adopt rules as necessary to
3838 implement this section.
3939 SECTION 2. This Act takes effect September 1, 2021.
