44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to the instruction about bullying and harassment in the
77 required health curriculum for public school students.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 28.002(s), Education Code, is amended to
1010 read as follows:
1111 (s) In this subsection, "bullying" has the meaning assigned
1212 by Section 37.0832 and "harassment" has the meaning assigned by
1313 Section 37.001. In addition to any other essential knowledge and
1414 skills the State Board of Education adopts for the health
1515 curriculum under Subsection (a)(2)(B), the board shall adopt for
1616 the health curriculum, in consultation with the Texas School Safety
1717 Center, essential knowledge and skills that include:
1818 (1) evidence-based practices that will effectively
1919 address awareness, prevention, identification, self-defense in
2020 response to, and resolution of and intervention in bullying and
2121 harassment; and
2222 (2) evidence-based practices that will effectively
2323 teach students respect for another person's autonomy and confidence
2424 in protecting their own bodily autonomy.
2525 SECTION 2. This Act applies beginning with the 2021-2022
2626 school year.
2727 SECTION 3. This Act takes effect immediately if it receives
2828 a vote of two-thirds of all the members elected to each house, as
2929 provided by Section 39, Article III, Texas Constitution. If this
3030 Act does not receive the vote necessary for immediate effect, this
3131 Act takes effect September 1, 2021.
