55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the composition of the Board of Pardons and Paroles.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 508.031, Government Code, is amended by
1010 adding Subsection (a-1) to read as follows:
1111 (a-1) The board must include at least:
1212 (1) two members who have bachelor's degrees in
1313 behavioral mental health, each of whom is:
1414 (A) a licensed clinical social worker, as defined
1515 by Section 505.002, Occupations Code;
1616 (B) a licensed professional counselor, as
1717 defined by Section 503.002, Occupations Code; or
1818 (C) a psychologist, as defined by Section
1919 501.002, Occupations Code;
2020 (2) one member who has been incarcerated or whose
2121 parent, sibling, child, or grandparent has been incarcerated; and
2222 (3) one but not more than three members who have
2323 bachelor's degrees in criminal justice or a related field and who
2424 are current or former employees of a law enforcement agency.
2525 SECTION 2. The change in law made by this Act does not
2626 affect the entitlement of a member serving on the Board of Pardons
2727 and Paroles immediately before the effective date of this Act to
2828 continue to serve for the remainder of the member's term. As the
2929 terms of members expire, the governor shall appoint or reappoint
3030 members who have the qualifications required by Section 508.031,
3131 Government Code, as amended by this Act.
3232 SECTION 3. This Act takes effect September 1, 2021.
