                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 23, 2021       TO: Honorable Angie Chen Button, Chair, House Committee on International Relations & Economic Development     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB1923 by Thierry (relating to a study and report by a public institution of higher education on local and state supply chain disruptions caused by the COVID-19 pandemic and ERCOT power outages.), Committee Report 1st House, Substituted     No significant fiscal implication to the State is anticipated. The bill would require a public institution of higher education, using available appropriated funds, in collaboration with the Higher Education Coordinating Board, to conduct a study to identify and evaluate local and state supply chain disruptions caused by the COVID-19 pandemic and ERCOT power outages. The Comptroller would issue a request for proposals and would select the higher education institution. The report from the study would be submitted to the Governor and the Legislature by September 1, 2022.It is assumed that the costs associated with the bill's provisions could be absorbed using existing resources.  Local Government ImpactNo significant fiscal implication to units of local government is anticipated.
