7 | 7 | relating to a study conducted by the Railroad Commission of Texas | |

9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. DEFINITION. In this Act, "commission" means the | |
11 | 11 | Railroad Commission of Texas. | |
12 | 12 | SECTION 2. STUDY. The commission shall conduct a study to: | |
13 | 13 | (1) audit data reported to the commission on natural | |
14 | 14 | gas flaring and compare that data to satellite data on natural gas | |
15 | 15 | flaring acquired from the National Centers for Environmental | |
16 | 16 | Information at the National Oceanic and Atmospheric | |
17 | 17 | Administration; | |
18 | 18 | (2) investigate the cause of any discrepancies in the | |
19 | 19 | data audited and compared under Subdivision (1) of this section; | |
20 | 20 | and | |
21 | 21 | (3) determine legislative changes necessary to | |
22 | 22 | improve reporting and surveillance on natural gas flaring. | |
23 | 23 | SECTION 3. REPORT. Not later than September 1, 2022, the | |
24 | 24 | commission shall submit to the legislature a written report | |
25 | 25 | containing the findings of the study conducted under this Act and | |
26 | 26 | the commission's recommendations for any legislation resulting | |
27 | 27 | from the study. | |
28 | 28 | SECTION 4. EXPIRATION. This Act expires September 1, 2023. | |
29 | 29 | SECTION 5. EFFECTIVE DATE. This Act takes effect September | |
30 | 30 | 1, 2021. |
