| 7 | 7 | | relating to a study regarding the feasibility of implementing |
|---|
| 8 | 8 | | certain renewable energy standards. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. DEFINITION. In this Act, "commission" means the |
|---|
| 11 | 11 | | Public Utility Commission of Texas. |
|---|
| 12 | 12 | | SECTION 2. FEASIBILITY STUDY ON RENEWABLE ENERGY STANDARD. |
|---|
| 13 | 13 | | (a) The commission shall conduct a study on the feasibility of |
|---|
| 14 | 14 | | expanding the renewable energy goal under Section 39.904, Utilities |
|---|
| 15 | 15 | | Code, to establish a goal that 50 percent of the generating capacity |
|---|
| 16 | 16 | | installed in this state comes from renewable sources by 2030 and 100 |
|---|
| 17 | 17 | | percent of the generating capacity installed in this state comes |
|---|
| 18 | 18 | | from renewable sources by 2050. |
|---|
| 19 | 19 | | (b) The study conducted under this section must: |
|---|
| 20 | 20 | | (1) identify: |
|---|
| 21 | 21 | | (A) opportunities to achieve the goal; and |
|---|
| 22 | 22 | | (B) challenges to overcome in order to meet the |
|---|
| 23 | 23 | | goal; |
|---|
| 24 | 24 | | (2) examine economic, environmental, and health |
|---|
| 25 | 25 | | benefits associated with achieving the goal; and |
|---|
| 26 | 26 | | (3) develop strategies for achieving the goal. |
|---|
| 27 | 27 | | (c) The commission may enter into memoranda of |
|---|
| 28 | 28 | | understanding with any necessary and appropriate agencies to |
|---|
| 29 | 29 | | complete this study. |
|---|
| 30 | 30 | | SECTION 3. REPORT. Not later than December 31, 2022, the |
|---|
| 31 | 31 | | commission shall report the results of the study and any |
|---|
| 32 | 32 | | recommendations to the legislature. The report must include any |
|---|
| 33 | 33 | | statutory changes necessary to implement the recommendations made |
|---|
| 34 | 34 | | in the report. |
|---|
| 35 | 35 | | SECTION 4. EFFECTIVE DATE. This Act takes effect September |
|---|
| 36 | 36 | | 1, 2021. |
