55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study regarding the feasibility of implementing
88 certain renewable energy standards.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. DEFINITION. In this Act, "commission" means the
1111 Public Utility Commission of Texas.
1212 SECTION 2. FEASIBILITY STUDY ON RENEWABLE ENERGY STANDARD.
1313 (a) The commission shall conduct a study on the feasibility of
1414 expanding the renewable energy goal under Section 39.904, Utilities
1515 Code, to establish a goal that 50 percent of the generating capacity
1616 installed in this state comes from renewable sources by 2030 and 100
1717 percent of the generating capacity installed in this state comes
1818 from renewable sources by 2050.
1919 (b) The study conducted under this section must:
2020 (1) identify:
2121 (A) opportunities to achieve the goal; and
2222 (B) challenges to overcome in order to meet the
2323 goal;
2424 (2) examine economic, environmental, and health
2525 benefits associated with achieving the goal; and
2626 (3) develop strategies for achieving the goal.
2727 (c) The commission may enter into memoranda of
2828 understanding with any necessary and appropriate agencies to
2929 complete this study.
3030 SECTION 3. REPORT. Not later than December 31, 2022, the
3131 commission shall report the results of the study and any
3232 recommendations to the legislature. The report must include any
3333 statutory changes necessary to implement the recommendations made
3434 in the report.
3535 SECTION 4. EFFECTIVE DATE. This Act takes effect September
3636 1, 2021.
