55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to renaming the Center for Elimination of
88 Disproportionality and Disparities to the office of health equity
99 and to the duties of that office.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Chapter 107A, Health and Safety Code, is amended
1212 to read as follows:
1313 CHAPTER 107A. OFFICE OF HEALTH EQUITY [CENTER FOR ELIMINATION OF
1414 DISPROPORTIONALITY AND DISPARITIES]
1515 Sec. 107A.001. DEFINITION. In this chapter, "office" means
1616 the office of health equity established under this chapter.
1717 Sec. 107A.002. OFFICE OF HEALTH EQUITY [107A.001. CENTER
1818 FOR ELIMINATION OF DISPROPORTIONALITY AND DISPARITIES]. (a) The
1919 executive commissioner shall maintain an office of health equity
2020 within [a center for elimination of disproportionality and
2121 disparities in] the commission to:
2222 (1) assume a leadership role in working or contracting
2323 with state and federal agencies, universities, private interest
2424 groups, communities, foundations, and offices of minority health to
2525 develop health initiatives to decrease or eliminate health and
2626 health access disparities [among racial, multicultural,
2727 disadvantaged, ethnic, and regional populations, including
2828 appropriate language services;] and improve health equity across
2929 the state, including rural and urban communities, regardless of a
3030 person's race, ethnicity, or socioeconomic status; and
3131 (2) maximize use of existing resources without
3232 duplicating existing efforts.
3333 (b) The health initiatives developed under Subsection (a)
3434 must include initiatives to increase access to appropriate language
3535 services in health care settings.
3636 Sec. 107A.003 [107A.002]. POWERS OF OFFICE [CENTER]. The
3737 office [center] may:
3838 (1) provide a central information and referral source,
3939 including a clearinghouse for health disparities information, and
4040 serve as the primary state resource in coordinating, planning, and
4141 advocating access to health care services to eliminate health
4242 disparities in this state;
4343 (2) coordinate conferences and other training
4444 opportunities to increase skills among state agencies and
4545 government staff in management and in the appreciation of cultural
4646 diversity;
4747 (3) pursue and administer grant funds for innovative
4848 projects for communities, groups, and individuals;
4949 (4) provide recommendations and training in improving
5050 minority recruitment in state agencies;
5151 (5) publicize information regarding health
5252 disparities and minority health issues through the use of the
5353 media;
5454 (6) network with existing minority organizations,
5555 community-based health groups, and statewide health coalitions;
5656 (7) solicit, receive, and spend grants, gifts, and
5757 donations from public and private sources; and
5858 (8) contract with public and private entities in the
5959 performance of its responsibilities.
6060 Sec. 107A.004 [107A.003]. FUNDING. The commission may
6161 distribute to the office [center] unobligated and unexpended
6262 appropriations to be used to carry out the office's [its] powers and
6363 perform the office's duties.
6464 SECTION 2. This Act takes effect September 1, 2021.
