66 AN ACT
77 relating to the fast and hypersonic growth allotment under the
88 public school finance system.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 48.111, Education Code, is amended to
1111 read as follows:
1212 Sec. 48.111. FAST AND HYPERSONIC GROWTH ALLOTMENT. (a) A
1313 school district in which the growth in student enrollment in the
1414 district over the preceding three school years is in the top
1515 quartile of student enrollment growth in school districts in the
1616 state for that period, as determined by the commissioner, is
1717 entitled to an annual allotment equal to the basic allotment
1818 multiplied by 0.04 for each student in average daily attendance.
1919 (b) Instead of the annual allotment under Subsection (a), a
2020 school district is entitled to an annual allotment equal to the
2121 basic allotment multiplied by 0.25 for each student in average
2222 daily attendance if the growth in student enrollment in the
2323 district between the school year immediately preceding the previous
2424 school year and the previous school year results in:
2525 (1) an increase in student enrollment of 500 or more
2626 students; and
2727 (2) a student enrollment growth rate equal to or
2828 greater than 15 percent.
2929 SECTION 2. This Act takes effect September 1, 2021.
