---|
7 | 7 | | relating to a study on energy-efficient and energy-saving |
---|
8 | 8 | | information technologies. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
10 | 10 | | SECTION 1. DEFINITIONS. In this Act: |
---|
11 | 11 | | (1) "Commission" means the Texas Facilities |
---|
12 | 12 | | Commission. |
---|
13 | 13 | | (2) "State agency" means a department, commission, |
---|
14 | 14 | | board, office, council, authority, or other agency in the |
---|
15 | 15 | | executive, legislative, or judicial branch of state government, |
---|
16 | 16 | | including a university system or institution of higher education as |
---|
17 | 17 | | defined by Section 61.003, Education Code, that is created by the |
---|
18 | 18 | | constitution or a statute of this state. |
---|
19 | 19 | | SECTION 2. STUDY REGARDING ENERGY-EFFICIENT AND |
---|
20 | 20 | | ENERGY-SAVING INFORMATION TECHNOLOGY. (a) In collaboration with |
---|
21 | 21 | | the Department of Information Resources, the commission shall |
---|
22 | 22 | | conduct a study to develop a strategy for the maintenance, |
---|
23 | 23 | | purchase, and use by a state agency of energy-efficient and |
---|
24 | 24 | | energy-saving information technologies at state-owned and |
---|
25 | 25 | | state-operated facilities. |
---|
26 | 26 | | (b) In conducting the study, the commission shall consider: |
---|
27 | 27 | | (1) advanced metering infrastructure; |
---|
28 | 28 | | (2) energy-efficient data center strategies and |
---|
29 | 29 | | methods of increasing asset and infrastructure use; |
---|
30 | 30 | | (3) advanced power management tools; |
---|
31 | 31 | | (4) building information modeling, including building |
---|
32 | 32 | | energy management; |
---|
33 | 33 | | (5) secure telework and travel substitution |
---|
34 | 34 | | technologies; and |
---|
35 | 35 | | (6) mechanisms to ensure that a state agency realizes |
---|
36 | 36 | | the agency's energy cost savings achieved through use of |
---|
37 | 37 | | energy-efficient and energy-saving information technologies. |
---|
38 | 38 | | (c) The study must identify: |
---|
39 | 39 | | (1) performance goals for evaluating the efforts of |
---|
40 | 40 | | state agencies in improving the maintenance, purchase, and use of |
---|
41 | 41 | | energy-efficient and energy-saving information technology; |
---|
42 | 42 | | (2) recommended best practices for use in improving |
---|
43 | 43 | | the maintenance, purchase, and use of energy-efficient and |
---|
44 | 44 | | energy-saving information technology; |
---|
45 | 45 | | (3) the steps necessary to implement recommended best |
---|
46 | 46 | | practices; and |
---|
47 | 47 | | (4) the benefits to this state in implementing the |
---|
48 | 48 | | recommended best practices. |
---|
49 | 49 | | SECTION 3. REPORT TO THE LEGISLATURE. Not later than |
---|
50 | 50 | | December 1, 2022, the commission shall submit a report to the |
---|
51 | 51 | | governor, the lieutenant governor, the speaker of the house of |
---|
52 | 52 | | representatives, and each standing committee of the legislature |
---|
53 | 53 | | with jurisdiction over state-owned and state-operated facilities |
---|
54 | 54 | | that includes the results of the study and any recommendations of |
---|
55 | 55 | | the commission related to the study and statutory changes necessary |
---|
56 | 56 | | to implement needed changes to those facilities. |
---|
57 | 57 | | SECTION 4. EXPIRATION. This Act expires September 1, 2023. |
---|
58 | 58 | | SECTION 5. EFFECTIVE DATE. This Act takes effect September |
---|
59 | 59 | | 1, 2021. |
