55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study on energy-efficient and energy-saving
88 information technologies.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. DEFINITIONS. In this Act:
1111 (1) "Commission" means the Texas Facilities
1212 Commission.
1313 (2) "State agency" means a department, commission,
1414 board, office, council, authority, or other agency in the
1515 executive, legislative, or judicial branch of state government,
1616 including a university system or institution of higher education as
1717 defined by Section 61.003, Education Code, that is created by the
1818 constitution or a statute of this state.
1919 SECTION 2. STUDY REGARDING ENERGY-EFFICIENT AND
2020 ENERGY-SAVING INFORMATION TECHNOLOGY. (a) In collaboration with
2121 the Department of Information Resources, the commission shall
2222 conduct a study to develop a strategy for the maintenance,
2323 purchase, and use by a state agency of energy-efficient and
2424 energy-saving information technologies at state-owned and
2525 state-operated facilities.
2626 (b) In conducting the study, the commission shall consider:
2727 (1) advanced metering infrastructure;
2828 (2) energy-efficient data center strategies and
2929 methods of increasing asset and infrastructure use;
3030 (3) advanced power management tools;
3131 (4) building information modeling, including building
3232 energy management;
3333 (5) secure telework and travel substitution
3434 technologies; and
3535 (6) mechanisms to ensure that a state agency realizes
3636 the agency's energy cost savings achieved through use of
3737 energy-efficient and energy-saving information technologies.
3838 (c) The study must identify:
3939 (1) performance goals for evaluating the efforts of
4040 state agencies in improving the maintenance, purchase, and use of
4141 energy-efficient and energy-saving information technology;
4242 (2) recommended best practices for use in improving
4343 the maintenance, purchase, and use of energy-efficient and
4444 energy-saving information technology;
4545 (3) the steps necessary to implement recommended best
4646 practices; and
4747 (4) the benefits to this state in implementing the
4848 recommended best practices.
4949 SECTION 3. REPORT TO THE LEGISLATURE. Not later than
5050 December 1, 2022, the commission shall submit a report to the
5151 governor, the lieutenant governor, the speaker of the house of
5252 representatives, and each standing committee of the legislature
5353 with jurisdiction over state-owned and state-operated facilities
5454 that includes the results of the study and any recommendations of
5555 the commission related to the study and statutory changes necessary
5656 to implement needed changes to those facilities.
5757 SECTION 4. EXPIRATION. This Act expires September 1, 2023.
5858 SECTION 5. EFFECTIVE DATE. This Act takes effect September
5959 1, 2021.
