45 A BILL TO BE ENTITLED
56 AN ACT
67 relating to a study by the Texas Department of Transportation on
78 future transportation needs for the year 2045.
89 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
910 SECTION 1. DEFINITION. In this Act, "department" means the
1011 Texas Department of Transportation.
1112 SECTION 2. STUDY. (a) The department, in consultation with
1213 the Texas A&M Transportation Institute, shall conduct a study on
13- the state's projected transportation needs and costs and the
14+ the state's projected transportation needs, costs, and the
1415 resulting benefits of meeting those needs for the year 2045.
1516 (b) The study must:
1617 (1) use models from the state's metropolitan planning
1718 organizations and rural planning efforts to capture regional and
1819 local transportation needs;
1920 (2) incorporate current, high quality vehicle-based
2021 data sources to analyze changing travel patterns and behaviors;
2122 (3) develop a forecast for alternative levels of
2223 mobility and infrastructure performance for:
2324 (A) highway maintenance;
2425 (B) urban mobility; and
2526 (C) rural connectivity;
2627 (4) develop a range of future state transportation
2728 performance and infrastructure condition goals for the period
2829 covered by the study;
2930 (5) develop and evaluate potential scenarios to
3031 account for:
3132 (A) innovations in vehicle technologies;
3233 (B) changes in travel behavior;
3334 (C) changes in workplace policies; and
3435 (D) strategies for innovative project design and
3536 development;
3637 (6) evaluate current funding levels and dedicated
3738 funding streams, including anticipated funds transferred to the
3839 state highway fund under Section 49-g, Article III, Texas
3940 Constitution, or deposited to that fund under Section 7-c, Article
4041 VIII, Texas Constitution, to quantify the gap between likely
4142 funding and the amount required to meet a range of performance
4243 conditions;
4344 (7) identify strategies and funding options to fill
4445 any gaps in transportation needs; and
4546 (8) overlay information in the 2030 Committee's 2011
4647 report analysis for the period from 2010 to 2035 to compare the
4748 funding landscape and performance expectations in 2011 with the
4849 current outlook.
4950 SECTION 3. COMMITTEE. The Texas Transportation Commission
5051 shall appoint a committee composed of experienced and respected
5152 business and community leaders in this state to provide guidance
5253 and direction to the department and the Texas A&M Transportation
5354 Institute for purposes of conducting the study required by this
5455 Act.
5556 SECTION 4. REPORT TO LEGISLATURE. Not later than December
5657 1, 2022, the Texas Department of Transportation shall submit a
5758 report to the legislature that includes the results of the study
5859 conducted under this Act and any associated recommendations.
5960 SECTION 5. EXPIRATION. This Act expires January 1, 2023.
6061 SECTION 6. EFFECTIVE DATE. This Act takes effect
6162 immediately if it receives a vote of two-thirds of all the members
6263 elected to each house, as provided by Section 39, Article III, Texas
6364 Constitution. If this Act does not receive the vote necessary for
6465 immediate effect, this Act takes effect September 1, 2021.
