66 AN ACT
77 relating to a study on incorporating fine arts into the foundation
88 curriculum for public schools.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. STUDY ON FINE ARTS AS FOUNDATION CURRICULUM
1111 COURSE. (a) The commissioner of education shall establish a task
1212 force to study the utility, efficacy, and feasibility of
1313 incorporating fine arts into the foundation curriculum under
1414 Section 28.002(a)(1), Education Code, in public schools in this
1515 state.
1616 (b) The commissioner of education shall appoint members of
1717 the task force. The task force must include at least:
1818 (1) one fine arts public school educator;
1919 (2) one fine arts public school administrator;
2020 (3) one principal at a fine arts-integrated public
2121 school;
2222 (4) one representative from the State Board of
2323 Education;
2424 (5) one representative from a fine arts advocacy
2525 nonprofit organization; and
2626 (6) one parent of or person standing in parental
2727 relation to a public school student in this state.
2828 (c) The task force shall prepare a written report that
2929 includes:
3030 (1) a description of the activities of the task force;
3131 (2) an analysis of incorporating fine arts into the
3232 foundation curriculum, including the impact on:
3333 (A) curriculum decisions at the district and
3434 campus level, including evaluating the number of fine arts course
3535 offerings available to students;
3636 (B) the need for infrastructure support,
3737 including additional administrative leadership, to incorporate
3838 fine arts into the foundation curriculum and ensure the fidelity of
3939 curriculum implementation;
4040 (C) educator staffing, training, and
4141 certifications needed at the district and campus level to
4242 facilitate effective teaching of the essential knowledge and skills
4343 for fine arts at each grade level;
4444 (D) funding and budgetary resources at the
4545 district and campus level needed to support educator staffing,
4646 professional development, classroom resources, assessment
4747 implementation, and administrative support for the fine arts
4848 curriculum;
4949 (E) student academic achievement at campuses at
5050 which fine arts is treated as a foundation subject, including
5151 evaluating academic achievement for fine arts magnet schools and
5252 academies and fine arts-integrated campuses;
5353 (F) college and career readiness of public school
5454 students; and
5555 (G) accountability for fine arts courses taught
5656 in public schools;
5757 (3) recommendations for legislative or other action;
5858 and
5959 (4) any other matters the task force considers
6060 appropriate.
6161 (d) Not later than September 1, 2022, the task force shall
6262 submit the written report to the governor, lieutenant governor,
6363 legislature, and commissioner of education.
6464 SECTION 2. EXPIRATION. This Act expires September 1, 2023.
6565 SECTION 3. EFFECTIVE DATE. This Act takes effect September
6666 1, 2021.
