                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 9, 2021       TO: Honorable Nicole Collier, Chair, House Committee on Criminal Jurisprudence     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB2290 by Thompson, Senfronia (Relating to the affirmative defense to prosecution for a criminal offense for persons acting under duress.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend the Penal Code to provide that the meaning of compulsion for purposes of determining whether a defendant is entitled to assert duress as an affirmative defense would change from what a person of reasonable firmness would do to what a reasonable person in the situation of the defendant would do.Based on information provided by the Office of Court Administration, no significant fiscal impact to the state court system is anticipated as a result from implementing the provisions of the bill.  Local Government ImpactAccording to the Texas Association of Counties, no significant impact to counties is anticipated.
