55 AN ACT
66 relating to the award of grants by the Texas Workforce Commission to
77 facilitate the participation of certain veterans and military
88 personnel in apprenticeship training programs.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 302, Labor Code, is
1111 amended by adding Section 302.00341 to read as follows:
1212 Sec. 302.00341. GRANTS TO FACILITATE PARTICIPATION IN
1313 APPRENTICESHIP TRAINING PROGRAMS BY CERTAIN VETERANS AND MILITARY
1414 PERSONNEL. (a) In this section:
1515 (1) "Apprenticeship training program" has the meaning
1616 assigned by Section 133.001, Education Code.
1717 (2) "Nonprofit organization" means an organization
1818 exempt from federal income taxation under Section 501(a), Internal
1919 Revenue Code of 1986, as an organization described by Section
2020 501(c)(3) of that code.
2121 (b) The commission shall develop and administer a program
2222 under which the commission may award grants to one or more
2323 nonprofit organizations that facilitate the participation in
2424 apprenticeship training programs of veterans and active-duty
2525 military service members who are transitioning into civilian
2626 employment.
2727 (c) A grant awarded under this section may be used only to
2828 recruit or assist veterans or active-duty military service members
2929 who are transitioning into civilian employment to participate in an
3030 apprenticeship training program in this state.
3131 (d) The commission shall adopt rules for the administration
3232 of this section, including rules for verifying that state funds
3333 awarded to a nonprofit organization under this section are being
3434 used appropriately.
3535 SECTION 2. As soon as practicable after the effective date
3636 of this Act, the Texas Workforce Commission shall adopt rules under
3737 Section 302.00341, Labor Code, as added by this Act.
3838 SECTION 3. This Act takes effect September 1, 2021.
