| 11 | 11 | SECTION 1. Chapter 3000, Government Code, is amended by | |
| 12 | 12 | adding Section 3000.0015 to read as follows: | |
| 13 | 13 | Sec. 3000.0015. APPLICABILITY. This chapter does not apply | |
| 14 | 14 | to a municipality with a population of less than 25,000. | |
| 15 | 15 | SECTION 2. This Act takes effect immediately if it receives | |
| 16 | 16 | a vote of two-thirds of all the members elected to each house, as | |
| 17 | 17 | provided by Section 39, Article III, Texas Constitution. If this | |
| 18 | 18 | Act does not receive the vote necessary for immediate effect, this | |
| 19 | 19 | Act takes effect September 1, 2021. |
