10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 11 | | SECTION 1. Subchapter Z, Chapter 411, Government Code, is |
---|
12 | 12 | | amended by adding Section 411.951 to read as follows: |

13 | 13 | | Sec. 411.951. HOMELESS IMPACT GRANT PROGRAM FOR PUBLIC |
---|
14 | 14 | | IMPROVEMENT DISTRICTS. (a) The department shall establish and |
---|
15 | 15 | | administer a homeless impact grant program to provide grants for |
---|
16 | 16 | | the provision of additional security and sanitation services for |
---|
17 | 17 | | homeless individuals in areas for which a public improvement |
---|
18 | 18 | | district has been created under Subchapter A, Chapter 372, Local |
---|
19 | 19 | | Government Code. |
---|
20 | 20 | | (b) A municipality or county that has created a public |
---|
21 | 21 | | improvement district may apply for and use a grant under the program |
---|
22 | 22 | | if: |
---|
23 | 23 | | (1) the district is located in a county with an |
---|
24 | 24 | | unsheltered homeless individual count that exceeds 500 according to |
---|
25 | 25 | | the most recent point-in-time homeless census; and |
---|
26 | 26 | | (2) the services for which the grant will be made are |
---|
27 | 27 | | an authorized public improvement project of the district. |
---|
28 | 28 | | SECTION 2. The Public Safety Commission shall adopt rules |
---|
29 | 29 | | necessary to implement the program under Section 411.951, |
---|
30 | 30 | | Government Code, as added by this Act, not later than January 1, |
---|
31 | 31 | | 2022. |
---|
32 | 32 | | SECTION 3. This Act takes effect September 1, 2021. |
