77 relating to the eligibility of the South by Southwest Conference
88 and Festivals for funding under the Major Events Reimbursement
99 Program.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Sections 478.0001(3) and (7), Government Code,
1212 as effective April 1, 2021, are amended to read as follows:
1313 (3) "Event" means any of the following and includes
1414 any activity related to or associated with the following:
1515 (A) the Academy of Country Music Awards;
1616 (B) the Amateur Athletic Union Junior Olympic
1717 Games;
1818 (C) the Breeders' Cup World Championships;
1919 (D) a game of the College Football Playoff or its
2020 successor;
2121 (E) an Elite Rodeo Association World
2222 Championship;
2323 (F) a Formula One automobile race;
2424 (G) the largest event held each year at a sports
2525 entertainment venue in this state with a permanent seating
2626 capacity, including grandstand and premium seating, of at least
2727 125,000;
2828 (H) the Major League Baseball All-Star Game;
2929 (I) the Major League Soccer All-Star Game or the
3030 Major League Soccer Cup;
3131 (J) a mixed martial arts championship;
3232 (K) the Moto Grand Prix of the United States;
3333 (L) the National Association for Stock Car Auto
3434 Racing (NASCAR):
3535 (i) All-Star Race; or
3636 (ii) season-ending Championship Race;
3737 (M) the National Basketball Association All-Star
3838 Game;
3939 (N) a National Collegiate Athletic Association
4040 Final Four tournament game;
4141 (O) the National Collegiate Athletic Association
4242 men's or women's lacrosse championships;
4343 (P) a national collegiate championship of an
4444 amateur sport sanctioned by the national governing body of the
4545 sport that is recognized by the United States Olympic Committee;
4646 (Q) the National Cutting Horse Association
4747 Triple Crown;
4848 (R) the National Hockey League All-Star Game;
4949 (S) a national political convention of the
5050 Republican National Committee or the Democratic National
5151 Committee;
5252 (T) an Olympic activity, including a Junior or
5353 Senior activity, training program, or feeder program sanctioned by
5454 the United States Olympic Committee's Community Olympic
5555 Development Program;
5656 (U) a presidential general election debate;
5757 (V) the Professional Rodeo Cowboys Association
5858 National Finals Rodeo;
5959 (W) the South by Southwest Conference and
6060 Festivals;
6161 (X) a Super Bowl;
6262 (Y) [(X)] the United States Open Championship;
6363 (Z) [(Y)] a World Cup soccer game or the World
6464 Cup soccer tournament;
6565 (AA) [(Z)] the World Games; or
6666 (BB) [(AA)] the X Games.
6767 (7) "Site selection organization" means:
6868 (A) the Academy of Country Music;
6969 (B) the Amateur Athletic Union;
7070 (C) the College Football Playoff Administration,
7171 LLC, or its successor;
7272 (D) the Commission on Presidential Debates;
7373 (E) the Democratic National Committee;
7474 (F) Dorna Sports;
7575 (G) the Elite Rodeo Association;
7676 (H) ESPN or an affiliate;
7777 (I) the Federation Internationale de Football
7878 Association (FIFA);
7979 (J) the International World Games Association;
8080 (K) Major League Baseball;
8181 (L) Major League Soccer;
8282 (M) the National Association for Stock Car Auto
8383 Racing (NASCAR);
8484 (N) the National Basketball Association;
8585 (O) the National Collegiate Athletic
8686 Association;
8787 (P) the National Cutting Horse Association;
8888 (Q) the National Football League;
8989 (R) the National Hockey League;
9090 (S) the Professional Rodeo Cowboys Association;
9191 (T) the Republican National Committee;
9292 (U) South by Southwest;
9393 (V) the Ultimate Fighting Championship;
9494 (W) [(V)] the United States Golf Association;
9595 (X) [(W)] the United States Olympic Committee;
9696 or
9797 (Y) [(X)] the national governing body of a sport
9898 that is recognized by:
9999 (i) the Federation Internationale de
100100 l'Automobile;
101101 (ii) Formula One Management Limited;
102102 (iii) the National Thoroughbred Racing
103103 Association; or
104104 (iv) the United States Olympic Committee.
105105 SECTION 2. Section 478.0053, Government Code, as effective
106106 April 1, 2021, is amended to read as follows:
107107 Sec. 478.0053. EXEMPTION FROM CERTAIN ELIGIBILITY
108108 REQUIREMENT FOR CERTAIN EVENTS [LARGE VENUES]. Section
109109 478.0051(b)(1) does not apply to an event described by Section
110110 478.0001(3)(G) or (W). If an endorsing municipality or endorsing
111111 county requests the office to make a determination under Section
112112 478.0102 for an event described by Section 478.0001(3)(G) or (W),
113113 the remaining provisions of this chapter apply to that event as if
114114 the event satisfied the eligibility requirements under Section
115115 478.0051(b)(1).
116116 SECTION 3. To the extent of any conflict, this Act prevails
117117 over another Act of the 87th Legislature, Regular Session, 2021,
118118 relating to nonsubstantive additions to and corrections in enacted
119119 codes.
120120 SECTION 4. This Act takes effect September 1, 2021.
