55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the winter weather emergency preparedness of gas
88 pipeline facilities and facilities for providing electric service.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 35, Utilities Code, is
1111 amended by adding Section 35.0021 to read as follows:
1212 Sec. 35.0021. WINTER WEATHER EMERGENCY PREPAREDNESS. The
1313 commission by rule shall require each provider of generation in the
1414 ERCOT power region to implement measures to prepare generation
1515 facilities to provide adequate electric generation service during a
1616 winter weather emergency.
1717 SECTION 2. Subchapter D, Chapter 38, Utilities Code, is
1818 amended by adding Section 38.074 to read as follows:
1919 Sec. 38.074. WINTER WEATHER EMERGENCY PREPAREDNESS. The
2020 commission by rule shall require each electric cooperative,
2121 municipally owned utility, and transmission and distribution
2222 utility providing transmission or distribution service in the ERCOT
2323 power region to implement measures to prepare facilities to
2424 maintain service quality and reliability during a winter weather
2525 emergency.
2626 SECTION 3. Section 121.2015(a), Utilities Code, is amended
2727 to read as follows:
2828 (a) The railroad commission shall adopt rules regarding:
2929 (1) public education and awareness relating to gas
3030 pipeline facilities; [and]
3131 (2) community liaison for responding to an emergency
3232 relating to a gas pipeline facility; and
3333 (3) measures gas pipeline facility operators must
3434 implement to prepare gas pipeline facilities to maintain service
3535 quality and reliability during a winter weather emergency.
3636 SECTION 4. This Act takes effect September 1, 2021.
