| 7 | 7 | | relating to the agreement requirements for receiving a scholarship |

| 8 | 8 | | under the Texas Armed Services Scholarship Program. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 61.9773, Education Code, is amended by |
|---|
| 11 | 11 | | adding Subsection (a-1) to read as follows: |
|---|
| 12 | 12 | | (a-1) An agreement under this section must allow a student, |
|---|
| 13 | 13 | | on completion of an undergraduate degree program and before |
|---|
| 14 | 14 | | entering into a commitment or contract for military service |
|---|
| 15 | 15 | | described by Subsection (a)(3), to complete a graduate or |
|---|
| 16 | 16 | | postgraduate degree program at a public or private institution of |
|---|
| 17 | 17 | | higher education in this state. The board shall adopt rules for the |
|---|
| 18 | 18 | | administration of this subsection. |

| 19 | 19 | | SECTION 2. The Texas Higher Education Coordinating Board |
|---|
| 20 | 20 | | shall adopt rules for the administration of Section 61.9773(a-1), |
|---|
| 21 | 21 | | Education Code, as added by this Act, as soon as practicable after |
|---|
| 22 | 22 | | this Act takes effect. |
|---|
| 23 | 23 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 24 | 24 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 25 | 25 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 26 | 26 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 27 | 27 | | Act takes effect September 1, 2021. |
