                    BILL ANALYSIS             H.B. 2677     By: Bonnen     Homeland Security & Public Safety     Committee Report (Unamended)             BACKGROUND AND PURPOSE    The Coordinated Law Enforcement Adult Rescue (CLEAR) Alert program, created by the 86th Legislature, is designed to close the gap between the effectiveness of alerts for missing children and senior citizens in Texas. The program sends out statewide alerts that assist law enforcement in locating and rescuing missing, kidnapped, or abducted adults who may be in immediate danger of injury or death as well as helping law enforcement and the general public locate any potential suspects. H.B. 2677 seeks to officially designate this alert as the CLEAR Alert, which in part honors victims of violence that led to the CLEAR Alert legislation.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 2677 amends the Government Code to name the existing statewide alert for missing adults younger than 65 years of age the Coordinated Law Enforcement Adult Rescue (CLEAR) alert.        EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2021.
