55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study on the equity gap in the accessibility of dual
88 credit courses to public high school students.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 28, Education Code, is
1111 amended by adding Section 28.0091 to read as follows:
1212 Sec. 28.0091. STUDY ON EQUITY GAP IN DUAL CREDIT COURSES.
1313 (a) In this section, "coordinating board" means the Texas Higher
1414 Education Coordinating Board.
1515 (b) The agency, with assistance from the coordinating
1616 board, shall conduct a study on the accessibility of dual credit
1717 courses to educationally disadvantaged high school students
1818 enrolled at a school district in a rural area of the state and any
1919 resulting adverse impacts on the accessibility of higher education
2020 to those students.
2121 (c) The study must examine:
2222 (1) the types of dual credit courses for which an
2323 additional weight is given for purposes of computing a student's
2424 high school grade point average;
2525 (2) the sources of funding for dual credit courses and
2626 the amount funded by each source, disaggregated by school district;
2727 (3) the number of students who do not enroll in dual
2828 credit courses because of an inability to pay the costs associated
2929 with those courses, disaggregated by the peer group of the public
3030 junior college district, as identified by the coordinating board,
3131 within whose service area the students reside;
3232 (4) the number of educationally disadvantaged
3333 students who graduate in the top 10 percent of the students' high
3434 school graduating class, disaggregated by the peer group of the
3535 public junior college district, as identified by the coordinating
3636 board, within whose service area the students reside; and
3737 (5) any other factor deemed relevant by the agency.
3838 (d) Not later than December 1, 2022, the agency, with the
3939 assistance of the coordinating board, shall prepare and submit to
4040 the legislature a report on the results of the study and any
4141 recommendations for legislative or other action.
4242 (e) This section expires September 1, 2023.
4343 SECTION 2. This Act takes effect immediately if it receives
4444 a vote of two-thirds of all the members elected to each house, as
4545 provided by Section 39, Article III, Texas Constitution. If this
4646 Act does not receive the vote necessary for immediate effect, this
4747 Act takes effect September 1, 2021.
