6 | 6 | | relating to the issuance and acceptance of a high school and |
---|
7 | 7 | | institution of higher education student identification card and |
---|
8 | 8 | | certain other forms of identification as identification for voting. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter Z, Chapter 25, Education Code, is |
---|
11 | 11 | | amended by adding Section 25.902 to read as follows: |
---|
12 | 12 | | Sec. 25.902. STUDENT IDENTIFICATION CARDS. A school |
---|
13 | 13 | | district or open-enrollment charter school shall issue to each high |
---|
14 | 14 | | school student enrolled in the district or school a student |
---|
15 | 15 | | identification card that includes the student's: |
---|
16 | 16 | | (1) name; |
---|
17 | 17 | | (2) photograph; and |
---|
18 | 18 | | (3) date of birth. |
---|
19 | 19 | | SECTION 2. Section 63.0101(a), Election Code, is amended to |
---|
20 | 20 | | read as follows: |
---|
21 | 21 | | (a) The following documentation is an acceptable form of |
---|
22 | 22 | | photo identification under this chapter: |
---|
23 | 23 | | (1) a driver's license, election identification |
---|
24 | 24 | | certificate, or personal identification card issued to the person |
---|
25 | 25 | | by the Department of Public Safety that has not expired or that |
---|
26 | 26 | | expired no earlier than four years before the date of presentation; |
---|
27 | 27 | | (2) a United States military identification card that |
---|
28 | 28 | | contains the person's photograph that has not expired or that |
---|
29 | 29 | | expired no earlier than four years before the date of presentation; |
---|
30 | 30 | | (3) a United States citizenship certificate issued to |
---|
31 | 31 | | the person that contains the person's photograph; |
---|
32 | 32 | | (4) a United States passport book or card issued to the |
---|
33 | 33 | | person that has not expired or that expired no earlier than four |
---|
34 | 34 | | years before the date of presentation; [or] |
---|
35 | 35 | | (5) a license to carry a handgun issued to the person |
---|
36 | 36 | | by the Department of Public Safety that has not expired or that |
---|
37 | 37 | | expired no earlier than four years before the date of presentation; |
---|
38 | 38 | | (6) a student identification card issued to the person |
---|
39 | 39 | | by a public or private high school that contains the person's |
---|
40 | 40 | | photograph and date of birth; or |
---|
41 | 41 | | (7) a student identification card issued to the person |
---|
42 | 42 | | by an institution of higher education that contains the person's |
---|
43 | 43 | | photograph and date of birth; or |
---|
44 | 44 | | (8) any other identification card, form, or |
---|
45 | 45 | | certificate containing the person's photograph and date of birth |
---|
46 | 46 | | issued by this state, an agency or political subdivision of this |
---|
47 | 47 | | state, or the United States. |
---|
48 | 48 | | SECTION 3. Section 25.902, Education Code, as added by this |
---|
49 | 49 | | Act, applies beginning with the 2021-2022 school year. |
---|
50 | 50 | | SECTION 4. This Act takes effect immediately if it receives |
---|
51 | 51 | | a vote of two-thirds of all the members elected to each house, as |
---|
52 | 52 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
53 | 53 | | Act does not receive the vote necessary for immediate effect, this |
---|
54 | 54 | | Act takes effect September 1, 2021. |
