8 | 8 | | water, or natural gas outage or emergency. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter A, Chapter 31, Utilities Code, is |
---|
11 | 11 | | amended by adding Section 31.006 to read as follows: |
---|
12 | 12 | | Sec. 31.006. NOTICE TO ELECTED OFFICIALS REQUIRED. As soon |
---|
13 | 13 | | as practicable after an electric utility, municipally owned |
---|
14 | 14 | | utility, or electric cooperative experiences a widespread power |
---|
15 | 15 | | outage or a widespread electric service emergency, the utility or |
---|
16 | 16 | | cooperative shall notify by telephone and e-mail each: |
---|
17 | 17 | | (1) United States senator who represents this state; |
---|
18 | 18 | | (2) member of the United States House of |
---|
19 | 19 | | Representatives who represents a district affected by the |
---|
20 | 20 | | disruption or emergency; |
---|
21 | 21 | | (3) statewide elected official; |
---|
22 | 22 | | (4) member of the legislature who represents a |
---|
23 | 23 | | district affected by the disruption or emergency; |
---|
24 | 24 | | (5) elected official of a county government who |
---|
25 | 25 | | represents an area affected by the disruption or emergency; and |
---|
26 | 26 | | (6) elected official of a municipal government who |
---|
27 | 27 | | represents an area affected by the disruption or emergency. |

28 | 28 | | SECTION 2. Subchapter A, Chapter 104, Utilities Code, is |
---|
29 | 29 | | amended by adding Section 104.009 to read as follows: |
---|
30 | 30 | | Sec. 104.009. NOTICE TO ELECTED OFFICIALS REQUIRED. As |
---|
31 | 31 | | soon as practicable after a gas utility, municipally owned utility, |
---|
32 | 32 | | or electric cooperative experiences a widespread natural gas |
---|
33 | 33 | | shortage or a widespread natural gas service emergency, the utility |
---|
34 | 34 | | or cooperative shall notify by telephone and e-mail each: |
---|
35 | 35 | | (1) United States senator who represents this state; |
---|
36 | 36 | | (2) member of the United States House of |
---|
37 | 37 | | Representatives who represents a district affected by the |
---|
38 | 38 | | disruption or emergency; |
---|
39 | 39 | | (3) statewide elected official; |
---|
40 | 40 | | (4) member of the legislature who represents a |
---|
41 | 41 | | district affected by the disruption or emergency; |
---|
42 | 42 | | (5) elected official of a county government who |
---|
43 | 43 | | represents an area affected by the disruption or emergency; and |
---|
44 | 44 | | (6) elected official of a municipal government who |
---|
45 | 45 | | represents an area affected by the disruption or emergency. |

46 | 46 | | SECTION 3. Subchapter E, Chapter 13, Water Code, is amended |
---|
47 | 47 | | by adding Section 13.1397 to read as follows: |
---|
48 | 48 | | Sec. 13.1397. NOTICE TO ELECTED OFFICIALS REQUIRED. As |
---|
49 | 49 | | soon as practicable after a retail public utility experiences a |
---|
50 | 50 | | widespread water service outage or a widespread water service |
---|
51 | 51 | | emergency, the utility shall notify by telephone and e-mail each: |
---|
52 | 52 | | (1) United States senator who represents this state; |
---|
53 | 53 | | (2) member of the United States House of |
---|
54 | 54 | | Representatives who represents a district affected by the |
---|
55 | 55 | | disruption or emergency; |
---|
56 | 56 | | (3) statewide elected official; |
---|
57 | 57 | | (4) member of the legislature who represents a |
---|
58 | 58 | | district affected by the disruption or emergency; |
---|
59 | 59 | | (5) elected official of a county government who |
---|
60 | 60 | | represents an area affected by the disruption or emergency; and |
---|
61 | 61 | | (6) elected official of a municipal government who |
---|
62 | 62 | | represents an area affected by the disruption or emergency. |
---|
63 | 63 | | SECTION 4. This Act takes effect September 1, 2021. |
