9+ A BILL TO BE ENTITLED
410 AN ACT
511 relating to the establishment by the Texas Department of Housing
612 and Community Affairs of colonia self-help centers in certain
713 counties and to the representation of those counties on the Colonia
814 Resident Advisory Committee.
915 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1016 SECTION 1. Section 2306.582(a), Government Code, is amended
1117 to read as follows:
1218 (a) The department shall establish colonia self-help
1319 centers in El Paso, Hidalgo, Nueces, Starr, and Webb Counties
1420 [counties], and in Cameron County to serve Cameron and Willacy
1521 Counties [counties]. If the department determines it necessary and
1622 appropriate, the department may establish a self-help center in any
1723 other county if the county is designated as an economically
1824 distressed area under Chapter 17, Water Code, for purposes of
1925 eligibility to receive funds from the Texas Water Development
2026 Board.
2127 SECTION 2. Section 2306.584(a), Government Code, is amended
2228 to read as follows:
2329 (a) The board shall appoint not fewer than six [five]
2430 persons who are residents of colonias to serve on the Colonia
2531 Resident Advisory Committee. The members of the advisory committee
2632 shall be selected from lists of candidates submitted to the board by
2733 local nonprofit organizations and the commissioners court of a
2834 county in which a self-help center is located.
2935 SECTION 3. This Act takes effect September 1, 2021.
