55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the ability of a person in attendance at an open meeting
88 of a governmental body to stream live video and audio of the meeting
99 on the Internet.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. The heading to Section 551.023, Government Code,
1212 is amended to read as follows:
1313 Sec. 551.023. RECORDING OR LIVESTREAMING OF MEETING BY
1414 PERSON IN ATTENDANCE.
1515 SECTION 2. Section 551.023(a), Government Code, is amended
1616 to read as follows:
1717 (a) A person in attendance at an open meeting of a
1818 governmental body may:
1919 (1) record all or any part of the [an open] meeting [of
2020 a governmental body] by means of a recorder, video camera, or other
2121 means of aural or visual reproduction; or
2222 (2) stream live video and audio of all or any part of
2323 the meeting on the Internet.
2424 SECTION 3. This Act takes effect immediately if it receives
2525 a vote of two-thirds of all the members elected to each house, as
2626 provided by Section 39, Article III, Texas Constitution. If this
2727 Act does not receive the vote necessary for immediate effect, this
2828 Act takes effect September 1, 2021.
