| 7 | 7 | | relating to the creation of a joint interim committee to study the |
|---|
| 8 | 8 | | reliability of the ERCOT electric grid. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. INTERIM COMMITTEE; STUDY. (a) A joint interim |
|---|
| 11 | 11 | | committee is established to study the reliability of the ERCOT |
|---|
| 12 | 12 | | electric grid. |
|---|
| 13 | 13 | | (b) The study must consider: |
|---|
| 14 | 14 | | (1) the effectiveness of the ERCOT electric grid in |
|---|
| 15 | 15 | | providing reliable power to residents of this state; and |
|---|
| 16 | 16 | | (2) potential improvements to the ERCOT electric grid. |
|---|
| 17 | 17 | | (c) The joint interim committee shall be composed of: |
|---|
| 18 | 18 | | (1) two members of the senate appointed by the |
|---|
| 19 | 19 | | lieutenant governor; |
|---|
| 20 | 20 | | (2) two members of the house of representatives |
|---|
| 21 | 21 | | appointed by the speaker of the house of representatives; |
|---|
| 22 | 22 | | (3) the members of the senate business and commerce |
|---|
| 23 | 23 | | committee; and |
|---|
| 24 | 24 | | (4) the members of the house state affairs committee. |
|---|
| 25 | 25 | | (d) The chairs of the senate business and commerce committee |
|---|
| 26 | 26 | | and the house state affairs committee shall serve as co-chairs of |
|---|
| 27 | 27 | | the joint interim committee. |
|---|
| 28 | 28 | | (e) The joint interim committee has all other powers and |
|---|
| 29 | 29 | | duties provided to a special or select committee by the rules of the |
|---|
| 30 | 30 | | senate and house of representatives, by Subchapter B, Chapter 301, |
|---|
| 31 | 31 | | Government Code, and by policies of the senate and house committees |
|---|
| 32 | 32 | | on administration. |
|---|
| 33 | 33 | | (f) Not later than January 1, 2023, the joint interim |
|---|
| 34 | 34 | | committee shall report the committee's findings and |
|---|
| 35 | 35 | | recommendations to the governor and the members of the legislature. |
|---|
| 36 | 36 | | SECTION 2. ABOLITION OF COMMITTEE. The joint interim |
|---|
| 37 | 37 | | committee established by Section 1 of this Act is abolished and this |
|---|
| 38 | 38 | | Act expires January 10, 2023. |
|---|
| 39 | 39 | | SECTION 3. EFFECTIVE DATE. This Act takes effect |
|---|
| 40 | 40 | | immediately if it receives a vote of two-thirds of all the members |
|---|
| 41 | 41 | | elected to each house, as provided by Section 39, Article III, Texas |
|---|
| 42 | 42 | | Constitution. If this Act does not receive the vote necessary for |
|---|
| 43 | 43 | | immediate effect, this Act takes effect September 1, 2021. |
