66 AN ACT
77 relating to the designation of the Richards-Bush Mall in the
88 Capitol Complex.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter F, Chapter 2165, Government Code, is
1111 amended by amending Section 2165.260 and adding Section 2165.2605
1212 to read as follows:
1313 Sec. 2165.260. RICHARDS-BUSH [TEXAS] MALL [AREA VENDOR
1414 PERMIT]. (a) In this section, "Richards-Bush Mall" [the "Texas mall
1515 area of the Capitol Complex"] means the state-owned property within
1616 the area bounded on the north by Martin Luther King, Jr., Boulevard,
1717 on the east by Brazos Street, on the south by 15th Street, and on the
1818 west by Colorado Street.
1919 (b) The Richards-Bush Mall is designated in recognition of
2020 Ann Richards' and George W. Bush's service as the 45th and 46th
2121 governors of this state, respectively.
2222 (c) The commission shall install a plaque commemorating the
2323 designation in a prominent location on the mall.
2424 Sec. 2165.2605. RICHARDS-BUSH MALL VENDOR PERMIT. (a) In
2525 this section, "Richards-Bush Mall" has the meaning assigned by
2626 Section 2165.260.
2727 (b) Notwithstanding any other law, the State Preservation
2828 Board by rule and in consultation with the commission and other
2929 appropriate state agencies shall establish a process for a vendor
3030 to apply for and obtain from the board a permit that allows the
3131 vendor to sell goods from a rented space during an event authorized
3232 by the board and held on the Richards-Bush Mall [in the Texas mall
3333 area of the Capitol Complex].
3434 (c) The State Preservation Board is not required to adopt
3535 the rules required under Subsection (b) until the Capitol Complex
3636 master plan developed under Section 2166.105 is implemented and the
3737 Richards-Bush Mall [Texas mall proposed in the plan] is
3838 established.
3939 SECTION 2. This Act takes effect immediately if it receives
4040 a vote of two-thirds of all the members elected to each house, as
4141 provided by Section 39, Article III, Texas Constitution. If this
4242 Act does not receive the vote necessary for immediate effect, this
4343 Act takes effect September 1, 2021.
