7 | 7 | | relating to a study on the effects of the COVID-19 pandemic on art |

8 | 8 | | organizations in this state. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. (a) In this section, "COVID-19" means the 2019 |
---|
11 | 11 | | novel coronavirus disease. |
---|
12 | 12 | | (b) The comptroller of public accounts, in collaboration |
---|
13 | 13 | | with the Texas Commission on the Arts, shall conduct a study to |
---|
14 | 14 | | evaluate the impact of COVID-19 on county, municipal, community, |
---|
15 | 15 | | and nonprofit art organizations in this state. |
---|
16 | 16 | | (c) The study must evaluate the impact: |
---|
17 | 17 | | (1) of COVID-19 on the funding of art organizations; |
---|
18 | 18 | | (2) on art organizations from closures resulting from |
---|
19 | 19 | | COVID-19; and |
---|
20 | 20 | | (3) of any lost revenue, including hotel occupancy tax |
---|
21 | 21 | | revenue and tourism revenue, on art organizations during and |
---|
22 | 22 | | resulting from the COVID-19 pandemic. |
---|
23 | 23 | | (d) Not later than December 31, 2022, the comptroller of |
---|
24 | 24 | | public accounts shall prepare and submit to the governor, the |
---|
25 | 25 | | legislature, and the Texas Commission on the Arts a written report |
---|
26 | 26 | | containing the results of the study conducted under this section, |
---|
27 | 27 | | including any recommendations for legislative or other action to |
---|
28 | 28 | | help assist art organizations in this state. |
---|
29 | 29 | | (e) This Act expires September 1, 2023. |
---|
30 | 30 | | SECTION 2. This Act takes effect September 1, 2021. |
