55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study on the effects of the COVID-19 pandemic on art
88 organizations in this state.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) In this section, "COVID-19" means the 2019
1111 novel coronavirus disease.
1212 (b) The comptroller of public accounts, in collaboration
1313 with the Texas Commission on the Arts, shall conduct a study to
1414 evaluate the impact of COVID-19 on county, municipal, community,
1515 and nonprofit art organizations in this state.
1616 (c) The study must evaluate the impact:
1717 (1) of COVID-19 on the funding of art organizations;
1818 (2) on art organizations from closures resulting from
1919 COVID-19; and
2020 (3) of any lost revenue, including hotel occupancy tax
2121 revenue and tourism revenue, on art organizations during and
2222 resulting from the COVID-19 pandemic.
2323 (d) Not later than December 31, 2022, the comptroller of
2424 public accounts shall prepare and submit to the governor, the
2525 legislature, and the Texas Commission on the Arts a written report
2626 containing the results of the study conducted under this section,
2727 including any recommendations for legislative or other action to
2828 help assist art organizations in this state.
2929 (e) This Act expires September 1, 2023.
3030 SECTION 2. This Act takes effect September 1, 2021.
