97 relating to the methods to achieve a college, career, or military
108 outcomes bonus under the Foundation School Program.
119 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1210 SECTION 1. Section 48.110, Education Code, is amended by
1311 amending Subsections (f) and (h) and adding Subsection (j) to read
1412 as follows:
1513 (f) For purposes of this section, an annual graduate
1614 demonstrates:
1715 (1) college readiness if the annual graduate:
1816 (A) achieves college readiness standards used
1917 for accountability purposes under Chapter 39 on the ACT, the SAT, or
2018 an assessment instrument designated by the Texas Higher Education
2119 Coordinating Board under Section 51.334; and
2220 (B) during a time period established by
2321 commissioner rule, enrolls at a postsecondary educational
2422 institution;
2523 (2) career readiness if the annual graduate:
2624 (A) both:
2725 (i) achieves college readiness standards
2826 used for accountability purposes under Chapter 39 on the ACT, the
2927 SAT, or an assessment instrument designated by the Texas Higher
3028 Education Coordinating Board under Section 51.334; and
3129 (ii) [(B)] during a time period established
3230 by commissioner rule, earns an industry-accepted certificate; or
3331 (B) during a time period established by
34- commissioner rule, is employed at or above a salary level equal to
35- 150 percent of the median wage of jobs in this state, as determined
36- by commissioner rule; and
32+ commissioner rule, is employed at or above a minimum salary level,
33+ as established by commissioner rule; and
3734 (3) military readiness if the annual graduate:
3835 (A) achieves a passing score set by the
3936 applicable military branch on the Armed Services Vocational
4037 Aptitude Battery; and
4138 (B) during a time period established by
4239 commissioner rule, enlists in the armed forces of the United
4340 States.
4441 (h) On application by a school district, the commissioner
4542 may allow annual graduates from the district to satisfy the
4643 requirement for demonstrating career readiness under Subsection
4744 (f)(2)(A)(ii) [(f)(2)(B)] by successfully completing a coherent
4845 sequence of courses required to obtain an industry-accepted
4946 certificate. The district must demonstrate in the application that
5047 the district is unable to provide sufficient courses or programs to
5148 enable students enrolled at the district to earn an
5249 industry-accepted certificate within the time period established
5350 by the commissioner under Subsection (f)(2)(A)(ii) [(f)(2)(B)].
5451 The commissioner by rule shall provide the criteria required for an
5552 application under this subsection.
5653 (j) The commissioner shall adopt rules permitting a school
5754 district to award to an annual graduate who voluntarily reports the
5855 graduate's employment and salary information to the district a
5956 portion of the outcomes bonus to which the district is entitled for
6057 an annual graduate demonstrating career readiness under Subsection
6158 (f)(2)(B).
6259 SECTION 2. Section 48.1101(a), Education Code, is amended
6360 to read as follows:
6461 (a) The agency shall conduct a study on alternative career
6562 readiness measures for small and rural school districts to
6663 determine if annual graduates demonstrate career readiness under
6764 Section 48.110(f)(2)(A)(ii) [48.110(f)(2)(B)].
6865 SECTION 3. This Act applies beginning with the 2023-2024
6966 school year.
7067 SECTION 4. This Act takes effect September 1, 2021.
