55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the licensing and regulation of athletic trainers.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 451.001(3), Occupations Code, is amended
1010 to read as follows:
1111 (3) "Athletic training" means the form of health care
1212 that is provided [includes the practice of preventing, recognizing,
1313 assessing, managing, treating, disposing of, and reconditioning
1414 athletic injuries] under the direction or delegated authority of a
1515 physician licensed in this state and includes:
1616 (A) managing the risk of injury or illness;
1717 (B) preventing injury or illness;
1818 (C) assessing an injury or illness;
1919 (D) providing immediate emergency care and
2020 therapeutic intervention for an injury or illness;
2121 (E) reconditioning an injury or illness; and
2222 (F) administering other health care [or another
2323 qualified, licensed health professional who is authorized to refer
2424 for health care services within the scope of the person's license].
2525 SECTION 2. Section 451.153(a), Occupations Code, is amended
2626 to read as follows:
2727 (a) An applicant for an athletic trainer license must:
2828 (1) have met the athletic training curriculum
2929 requirements of a college or university approved by the commission
3030 and give proof of graduation;
3131 (2) hold a degree or certificate in physical therapy
3232 and have completed:
3333 (A) a basic athletic training course from an
3434 accredited college or university; and
3535 (B) an apprenticeship described by Subsection
3636 (b); [or]
3737 (3) have a degree in corrective therapy with at least a
3838 minor in physical education or health that includes a basic
3939 athletic training course and meet the apprenticeship requirement or
4040 any other requirement established by the commission;
4141 (4) have completed, or have 30 credit hours or less
4242 remaining to complete, the athletic training curriculum
4343 requirements of a college or university that is accredited by a
4444 nationally recognized athletic training accrediting organization
4545 and approved by the board; or
4646 (5) have completed, or have 30 credit hours or less
4747 remaining to complete, a baccalaureate degree or postbaccalaureate
4848 degree from a college or university that requires:
4949 (A) not fewer than 24 credit hours related to the
5050 practice of athletic training; and
5151 (B) completion of an apprenticeship program in
5252 athletic training clinical practice consisting of not fewer than
5353 1,800 hours completed over the course of not fewer than five
5454 separate semesters, at least 1,500 hours of which must be completed
5555 while the applicant is a student at the college or university.
5656 SECTION 3. Section 451.001(1), Occupations Code, is
5757 repealed.
5858 SECTION 4. The changes in law made by this Act to Section
5959 451.153, Occupations Code, apply only to an application for an
6060 original athletic trainer license submitted on or after the
6161 effective date of this Act. An application for an original athletic
6262 trainer license submitted before the effective date of this Act is
6363 governed by the law in effect on the date the application was
6464 submitted, and the former law is continued in effect for that
6565 purpose.
6666 SECTION 5. This Act takes effect September 1, 2021.
