| 7 | 7 | | relating to contribution and expenditure statements filed by the |

| 8 | 8 | | inaugural committee with the Texas Ethics Commission. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 401, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 401.0075 to read as follows: |
|---|
| 12 | 12 | | Sec. 401.0075. REQUIRED CONTRIBUTION AND EXPENDITURE |
|---|
| 13 | 13 | | STATEMENTS. (a) The committee shall file contribution and |
|---|
| 14 | 14 | | expenditure statements with the Texas Ethics Commission on: |
|---|
| 15 | 15 | | (1) the fifth day after the date that members of the |
|---|
| 16 | 16 | | committee are appointed; |
|---|
| 17 | 17 | | (2) the day before the first day of the regular session |
|---|
| 18 | 18 | | of the legislature that occurs in the year of the inauguration; and |
|---|
| 19 | 19 | | (3) the day that the committee files the final report |
|---|
| 20 | 20 | | required by Section 401.008. |
|---|
| 21 | 21 | | (b) A statement required by Subsection (a) must list the |
|---|
| 22 | 22 | | following information: |
|---|
| 23 | 23 | | (1) each unreported contribution of money, services, |
|---|
| 24 | 24 | | or other things of value to the committee, the name and address of |
|---|
| 25 | 25 | | the contributor, and the date and amount of the contribution; |
|---|
| 26 | 26 | | (2) each unreported loan made to the committee, |
|---|
| 27 | 27 | | including a loan listed in a previous filing that has not been paid |
|---|
| 28 | 28 | | or that was paid after the previous filing, the complete name and |
|---|
| 29 | 29 | | address of the lender and each person other than the committee who |
|---|
| 30 | 30 | | is responsible on the note, the date and amount of the note, the |
|---|
| 31 | 31 | | intended source of funds to repay the note, and any payments already |
|---|
| 32 | 32 | | made on the note and the source of the payments; and |
|---|
| 33 | 33 | | (3) each unreported expenditure of the committee, the |
|---|
| 34 | 34 | | complete name and address of each person to whom a payment of more |
|---|
| 35 | 35 | | than $10 was made, and the purpose of each expenditure. |

| 36 | 36 | | (c) Each statement filed under this section is public |
|---|
| 37 | 37 | | information and shall be preserved until the second anniversary of |
|---|
| 38 | 38 | | the date the statement was filed. Unless a court orders further |
|---|
| 39 | 39 | | preservation, a statement may be destroyed after the two-year |
|---|
| 40 | 40 | | period. |
|---|
| 41 | 41 | | SECTION 2. This Act takes effect September 1, 2021. |
