8 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 15 | | SECTION 1. Subchapter C, Chapter 1001, Education Code, is |
---|
10 | 16 | | amended by adding Section 1001.1101 to read as follows: |
---|
11 | 17 | | Sec. 1001.1101. INFORMATION RELATING TO PASSING CERTAIN |
---|
12 | 18 | | VEHICLES. (a) The commission by rule shall require that |
---|
13 | 19 | | information relating to the requirements of Section 545.157, |
---|
14 | 20 | | Transportation Code, concerning the passing of certain vehicles be |
---|
15 | 21 | | included in the curriculum of each driver education course or |
---|
16 | 22 | | driving safety course. |
---|
17 | 23 | | (b) In developing rules under this section, the commission |
---|
18 | 24 | | shall consult with the Department of Public Safety. |
---|
19 | 25 | | SECTION 2. Subchapter H, Chapter 201, Transportation Code, |
---|
20 | 26 | | is amended by adding Section 201.623 to read as follows: |
---|
21 | 27 | | Sec. 201.623. MOVE OVER OR SLOW DOWN CAMPAIGN. (a) The |
---|
22 | 28 | | department shall develop and implement a move over or slow down |
---|
23 | 29 | | public awareness campaign designed to promote compliance with and |
---|
24 | 30 | | improve public awareness of the requirements of Section 545.157 |
---|
25 | 31 | | concerning the passing of certain vehicles. |
---|
26 | 32 | | (b) The department may consult and coordinate with the |
---|
27 | 33 | | Department of Public Safety and the Texas Department of Motor |
---|
28 | 34 | | Vehicles as the department considers necessary to develop or |
---|
29 | 35 | | implement the campaign. |
---|
30 | 36 | | (c) In implementing the campaign, the department may engage |
---|
31 | 37 | | in online advocacy, issue public service announcements, distribute |
---|
32 | 38 | | materials, and post signage on roadways relating to the campaign. |
---|
33 | 39 | | (d) The department may pay the costs of the campaign and its |
---|
34 | 40 | | administration from: |
---|
35 | 41 | | (1) gifts, grants, or donations; |
---|
36 | 42 | | (2) matching funds; and |
---|
37 | 43 | | (3) other funds made available for that purpose, |
---|
38 | 44 | | including available department revenue. |
---|
39 | 45 | | SECTION 3. (a) Not later than May 1, 2022, the Texas |
---|
40 | 46 | | Commission of Licensing and Regulation shall adopt the rules |
---|
41 | 47 | | required by Section 1001.1101, Education Code, as added by this |
---|
42 | 48 | | Act. |
---|
43 | 49 | | (b) Each driver education or driving safety course held on |
---|
44 | 50 | | or after September 1, 2022, shall include in the course's |
---|
45 | 51 | | curriculum the information required by the rules adopted under |
---|
46 | 52 | | Section 1001.1101, Education Code, as added by this Act. |
---|
47 | 53 | | SECTION 4. This Act takes effect September 1, 2021. |
