55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study on the gap in student grade point averages
88 resulting from the accessibility of dual credit courses to public
99 high school students.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. (a) In this Act:
1212 (1) "Agency" means the Texas Education Agency.
1313 (2) "Coordinating board" means the Texas Higher
1414 Education Coordinating Board.
1515 (3) "Educationally disadvantaged" has the meaning
1616 assigned by Section 5.001, Education Code.
1717 (b) The agency, with assistance from the coordinating
1818 board, shall conduct a study on the accessibility of dual credit
1919 courses to educationally disadvantaged high school students
2020 enrolled at school districts in rural and urban areas of the state
2121 and any resulting adverse impacts on the grade point average of
2222 those students.
2323 (c) The study must examine:
2424 (1) the types of dual credit courses for which an
2525 additional weight is given for purposes of computing a student's
2626 high school grade point average;
2727 (2) the sources of funding for dual credit courses and
2828 the amount funded by each source, disaggregated by school district;
2929 (3) the number of students who do not enroll in dual
3030 credit courses because of an inability to pay the costs associated
3131 with or a lack of accessibility to those courses, disaggregated by
3232 the peer group of the public junior college district, as identified
3333 by the coordinating board, within whose service area the students
3434 reside;
3535 (4) the differences in student high school grade point
3636 averages between students in rural areas and urban areas,
3737 disaggregated by socioeconomic status; and
3838 (5) any other factor deemed relevant by the agency.
3939 (d) Not later than December 1, 2022, the agency, with the
4040 assistance of the coordinating board, shall prepare and submit to
4141 the legislature a report on the results of the study and any
4242 recommendations for legislative or other action.
4343 (e) This Act expires September 1, 2023.
4444 SECTION 2. This Act takes effect immediately if it receives
4545 a vote of two-thirds of all the members elected to each house, as
4646 provided by Section 39, Article III, Texas Constitution. If this
4747 Act does not receive the vote necessary for immediate effect, this
4848 Act takes effect September 1, 2021.
