77 relating to the eligibility of certain events for funding under the
88 Major Events Reimbursement Program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Sections 478.0001(3) and (7), Government Code,
1111 as effective April 1, 2021, are amended to read as follows:
1212 (3) "Event" means any of the following and includes
1313 any activity related to or associated with the following:
1414 (A) the Academy of Country Music Awards;
1515 (B) the Amateur Athletic Union Junior Olympic
1616 Games;
1717 (C) the Breeders' Cup World Championships;
1818 (D) a game of the College Football Playoff or its
1919 successor;
2020 (E) an Elite Rodeo Association World
2121 Championship;
2222 (F) a Formula One automobile race;
2323 (G) the Ladies Professional Golf Association
2424 (LPGA) Championship tournament;
2525 (H) the largest event held each year at a sports
2626 entertainment venue in this state with a permanent seating
2727 capacity, including grandstand and premium seating, of at least
2828 125,000;
2929 (I) [(H)] the Major League Baseball All-Star
3030 Game;
3131 (J) [(I)] the Major League Soccer All-Star Game
3232 or the Major League Soccer Cup;
3333 (K) [(J)] a mixed martial arts championship;
3434 (L) [(K)] the Moto Grand Prix of the United
3535 States;
3636 (M) [(L)] the National Association for Stock Car
3737 Auto Racing (NASCAR):
3838 (i) All-Star Race; or
3939 (ii) season-ending Championship Race;
4040 (N) [(M)] the National Basketball Association
4141 All-Star Game;
4242 (O) [(N)] a National Collegiate Athletic
4343 Association Final Four tournament game;

7575 (7) "Site selection organization" means:
7676 (A) the Academy of Country Music;
7777 (B) the Amateur Athletic Union;
7878 (C) the College Football Playoff Administration,
7979 LLC, or its successor;
8080 (D) the Commission on Presidential Debates;
8181 (E) the Democratic National Committee;
8282 (F) Dorna Sports;
8383 (G) the Elite Rodeo Association;
8484 (H) ESPN or an affiliate;
8585 (I) the Federation Internationale de Football
8686 Association (FIFA);
8787 (J) the International World Games Association;
8888 (K) the Ladies Professional Golf Association
8989 (LPGA);
9090 (L) Major League Baseball;
9191 (M) [(L)] Major League Soccer;
9292 (N) [(M)] the National Association for Stock Car
9393 Auto Racing (NASCAR);
9494 (O) [(N)] the National Basketball Association;

118118 SECTION 2. Section 478.0053, Government Code, as effective
119119 April 1, 2021, is amended to read as follows:
120120 Sec. 478.0053. EXEMPTION FROM CERTAIN ELIGIBILITY
121121 REQUIREMENT FOR CERTAIN LARGE VENUES. Section 478.0051(b)(1) does
122122 not apply to an event described by Section 478.0001(3)(H)
123123 [478.0001(3)(G)]. If an endorsing municipality or endorsing county
124124 requests the office to make a determination under Section 478.0102
125125 for an event described by Section 478.0001(3)(H) [478.0001(3)(G)],
126126 the remaining provisions of this chapter apply to that event as if
127127 the event satisfied the eligibility requirements under Section
128128 478.0051(b)(1).
129129 SECTION 3. To the extent of any conflict, this Act prevails
130130 over another Act of the 87th Legislature, Regular Session, 2021,
131131 relating to nonsubstantive additions to and corrections in enacted
132132 codes.
133133 SECTION 4. This Act takes effect September 1, 2021.
