| 11 | 11 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 12 | 12 | SECTION 1. The president of the University of Houston shall | |
| 13 | 13 | designate a department or entity at the university to conduct a | |
| 14 | 14 | study to project the economic effects and electric grid reliability | |
| 15 | 15 | effects that may result from: | |
| 16 | 16 | (1) interconnecting transmission facilities that are | |
| 17 | 17 | located in Harris County with transmission facilities that are | |
| 18 | 18 | operated by the Midcontinent Independent System Operator; and | |
| 19 | 19 | (2) allowing for the purchase of power at wholesale by | |
| 20 | 20 | entities in Harris County through markets operated by the | |
| 21 | 21 | Midcontinent Independent System Operator. | |
| 22 | 22 | SECTION 2. The department or entity at the University of | |
| 23 | 23 | Houston designated by the president of the university to conduct | |
| 24 | 24 | the study under Section 1 of this Act shall prepare a report with | |
| 25 | 25 | the conclusions of the study and submit the report to the | |
| 26 | 26 | legislature and the Commissioners Court of Harris County not later | |
| 27 | 27 | than September 1, 2022. | |
| 28 | 28 | SECTION 3. This Act expires December 1, 2022. | |
| 29 | 29 | SECTION 4. This Act takes effect September 1, 2021. |
