9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. (a) In this section, "commission" means the | |
11 | 11 | Railroad Commission of Texas. | |
12 | 12 | (b) The commission shall conduct a study to assess the | |
13 | 13 | feasibility of and barriers to operators of oil and gas wells using | |
14 | 14 | flared natural gas for on-site generation of electricity to: | |
15 | 15 | (1) reduce flaring; | |
16 | 16 | (2) mitigate possible negative effects of extreme | |
17 | 17 | weather events; and | |
18 | 18 | (3) stabilize the energy grid in this state. | |
19 | 19 | (c) Not later than December 1, 2022, the commission shall | |
20 | 20 | submit a report containing the results of the study to the | |
21 | 21 | lieutenant governor, the speaker of the house of representatives, | |
22 | 22 | and the standing committees of the legislature having primary | |
23 | 23 | jurisdiction over utilities and environmental matters. | |
24 | 24 | (d) This Act expires January 1, 2023. | |
25 | 25 | SECTION 2. This Act takes effect September 1, 2021. |
