55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study by the Railroad Commission of Texas regarding
88 the use of flared natural gas for on-site electric generation.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) In this section, "commission" means the
1111 Railroad Commission of Texas.
1212 (b) The commission shall conduct a study to assess the
1313 feasibility of and barriers to operators of oil and gas wells using
1414 flared natural gas for on-site generation of electricity to:
1515 (1) reduce flaring;
1616 (2) mitigate possible negative effects of extreme
1717 weather events; and
1818 (3) stabilize the energy grid in this state.
1919 (c) Not later than December 1, 2022, the commission shall
2020 submit a report containing the results of the study to the
2121 lieutenant governor, the speaker of the house of representatives,
2222 and the standing committees of the legislature having primary
2323 jurisdiction over utilities and environmental matters.
2424 (d) This Act expires January 1, 2023.
2525 SECTION 2. This Act takes effect September 1, 2021.
