66 AN ACT
77 relating to personal financial literacy and career skills courses
88 for high school students in public schools.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 8.051(d), Education Code, is amended to
1111 read as follows:
1212 (d) Each regional education service center shall maintain
1313 core services for purchase by school districts and campuses. The
1414 core services are:
1515 (1) training and assistance in:
1616 (A) teaching each subject area assessed under
1717 Section 39.023; and
1818 (B) providing instruction in personal financial
1919 literacy and career skills as required under Section 28.0021;
2020 (2) training and assistance in providing a gifted and
2121 talented program and each program that qualifies for a funding
2222 allotment under Section 48.102, 48.104, or 48.105;
2323 (3) assistance specifically designed for a school
2424 district or campus assigned an unacceptable performance rating
2525 under Section 39.054;
2626 (4) training and assistance to teachers,
2727 administrators, members of district boards of trustees, and members
2828 of site-based decision-making committees;
2929 (5) assistance specifically designed for a school
3030 district that is considered out of compliance with state or federal
3131 special education requirements, based on the agency's most recent
3232 compliance review of the district's special education programs; and
3333 (6) assistance in complying with state laws and rules.
3434 SECTION 2. The heading to Section 28.0021, Education Code,
3535 is amended to read as follows:
3636 Sec. 28.0021. PERSONAL FINANCIAL LITERACY AND CAREER
3737 SKILLS.
3838 SECTION 3. Section 28.0021, Education Code, is amended by
3939 amending Subsection (b) and adding Subsection (c) to read as
4040 follows:
4141 (b) Each school district and each open-enrollment charter
4242 school that offers a high school program shall provide a [an
4343 elective] course in personal financial literacy and career skills
4444 that meets the requirements for [a one-half elective] credit under
4545 Section 28.025, using materials approved by the State Board of
4646 Education. The course may be offered as a distinct course in
4747 personal financial literacy and career skills or as an elective
4848 course or existing course that includes instruction in personal
4949 financial literacy and career skills sufficient to meet the
5050 requirements for one-half credit under Section 28.025(b-1)(9). The
5151 instruction in personal financial literacy and career skills must
5252 include instruction on:
5353 (1) completing the application for federal student aid
5454 provided by the United States Department of Education;
5555 (2) the financial consequences of failing to make
5656 timely student loan payments;
5757 (3) the effect of student loan debt on a person's
5858 finances;
5959 (4) the circumstances in which student loans are
6060 dischargeable in bankruptcy;
6161 (5) completing and filing an income tax return;
6262 (6) managing a credit score;
6363 (7) managing and paying down a mortgage;
6464 (8) creating a resume; and
6565 (9) preparing for a job interview.
6666 (c) In fulfilling the requirement to provide financial
6767 literacy and career skills instruction under this section, a school
6868 district or open-enrollment charter school may use an existing
6969 state, federal, private, or nonprofit program that provides
7070 students without charge the instruction described under this
7171 section.
7272 SECTION 4. Section 28.0024(a), Education Code, is amended
7373 to read as follows:
7474 (a) A school district or open-enrollment charter school may
7575 establish a school-based savings program to facilitate increased
7676 awareness of the importance of saving for higher education and
7777 facilitate personal financial literacy and career skills
7878 instruction. A district or school may offer the program in
7979 conjunction with a personal financial literacy and career skills
8080 course under Section 28.0021.
8181 SECTION 5. Section 28.025(b-1), Education Code, is amended
8282 to read as follows:
8383 (b-1) The State Board of Education by rule shall require
8484 that the curriculum requirements for the foundation high school
8585 program under Subsection (a) include a requirement that students
8686 successfully complete:
8787 (1) four credits in English language arts under
8888 Section 28.002(a)(1)(A), including one credit in English I, one
8989 credit in English II, one credit in English III, and one credit in
9090 an advanced English course authorized under Subsection (b-2);
9191 (2) three credits in mathematics under Section
9292 28.002(a)(1)(B), including one credit in Algebra I, one credit in
9393 geometry, and one credit in any advanced mathematics course
9494 authorized under Subsection (b-2);
9595 (3) three credits in science under Section
9696 28.002(a)(1)(C), including one credit in biology, one credit in any
9797 advanced science course authorized under Subsection (b-2), and one
9898 credit in integrated physics and chemistry or in an additional
9999 advanced science course authorized under Subsection (b-2);
100100 (4) three credits in social studies under Section
101101 28.002(a)(1)(D), including one credit in United States history, at
102102 least one-half credit in government and at least one-half credit in
103103 economics, and one credit in world geography or world history;
104104 (5) except as provided under Subsections (b-12),
105105 (b-13), and (b-14), two credits in the same language in a language
106106 other than English under Section 28.002(a)(2)(A);
107107 (6) four and one-half [five] elective credits;
108108 (7) one credit in fine arts under Section
109109 28.002(a)(2)(D); [and]
110110 (8) except as provided by Subsection (b-11), one
111111 credit in physical education under Section 28.002(a)(2)(C); and
112112 (9) at least one-half credit in personal financial
113113 literacy and career skills under Section 28.0021.
114114 SECTION 6. Section 29.917(a), Education Code, is amended to
115115 read as follows:
116116 (a) From funds appropriated for the purpose, the
117117 commissioner may award grants to organizations that provide
118118 volunteers to teach classroom or after-school programs to enhance:
119119 (1) college readiness;
120120 (2) workforce readiness;
121121 (3) dropout prevention; or
122122 (4) personal financial literacy and career skills.
123123 SECTION 7. Section 28.025(b-1), Education Code, as amended
124124 by this Act, applies only to students entering the ninth grade
125125 during the 2021-2022 school year or a later school year. For
126126 students entering a grade above ninth grade during the 2021-2022
127127 school year, Section 28.025(b-1), Education Code, as that section
128128 existed before amendment by this Act, applies, and that section is
129129 continued in effect for that purpose.
130130 SECTION 8. This Act takes effect immediately if it receives
131131 a vote of two-thirds of all the members elected to each house, as
132132 provided by Section 39, Article III, Texas Constitution. If this
133133 Act does not receive the vote necessary for immediate effect, this
134134 Act takes effect September 1, 2021.
