7	7	relating to the salary paid to certain public school teachers.
8	8	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
9	9	SECTION 1. Section 21.402, Education Code, is amended by
10	10	amending Subsection (c-1) and adding Subsections (c-2) and (c-3) to
11	11	read as follows:
12	12	(c-1) Notwithstanding Subsections (a) and (b), each school
13	13	district shall pay a monthly salary to each [classroom teacher,
14	14	full-time speech pathologist,] full-time librarian, full-time
15	15	school counselor certified under Subchapter B, and full-time school
16	16	nurse that is at least equal to the following monthly salary or the
17	17	monthly salary determined by the commissioner under Subsections (a)
18	18	and (b), whichever is greater:

116	116	(c-3) Beginning with the 2022-2023 school year, the minimum
117	117	monthly salary that a school district must pay each classroom
118	118	teacher under Subsection (c-2) is adjusted annually to increase the
119	119	minimum monthly salary by the amount that results from applying the
120	120	inflation rate, as determined by the comptroller on the basis of
121	121	changes in the Consumer Price Index for All Urban Consumers
122	122	published by the Bureau of Labor Statistics of the United States
123	123	Department of Labor, to the minimum monthly salary required under
124	124	Subsection (c-2) for the preceding school year.
125	125	SECTION 2. This Act applies beginning with the 2021-2022
126	126	school year.
127	127	SECTION 3. This Act takes effect immediately if it receives
128	128	a vote of two-thirds of all the members elected to each house, as
129	129	provided by Section 39, Article III, Texas Constitution. If this
130	130	Act does not receive the vote necessary for immediate effect, this
131	131	Act takes effect September 1, 2021.
