The bill would direct the Texas Department of Criminal Justice (TDCJ) to adopt a policy allowing voluntary vocational training at certain correctional facilities. According to TDCJ, the costs associated with the bill's provisions could be absorbed using existing resources.This analysis assumes implementing the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.
