| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 241, Health and Safety |
|---|
| 11 | 11 | | Code, is amended by adding Section 241.012 to read as follows: |
|---|
| 12 | 12 | | Sec. 241.012. TRAINING FOR GOVERNING BODY OF RURAL |
|---|
| 13 | 13 | | HOSPITAL. (a) In this section, "rural hospital" means a hospital |
|---|
| 14 | 14 | | licensed under this chapter that is: |
|---|
| 15 | 15 | | (1) located in a county with a population of less than |
|---|
| 16 | 16 | | 60,000; or |
|---|
| 17 | 17 | | (2) designated by the Centers for Medicare and |
|---|
| 18 | 18 | | Medicaid Services as a critical access hospital, rural referral |
|---|
| 19 | 19 | | center, or sole community hospital and is not located in an area |
|---|
| 20 | 20 | | defined by the United States Office of Management and Budget as a |
|---|
| 21 | 21 | | metropolitan statistical area. |
|---|
| 22 | 22 | | (b) A rural hospital shall provide to a member of the |
|---|
| 23 | 23 | | hospital's governing body, on the member's request, an education |
|---|
| 24 | 24 | | and training course on the governing body's powers and duties and |
|---|
| 25 | 25 | | other appropriate topics. |
|---|
| 26 | 26 | | (c) The course provided under Subsection (b) must be: |
|---|
| 27 | 27 | | (1) developed using requirements and standards |
|---|
| 28 | 28 | | determined by the Center for Optimizing Rural Health of the Texas |
|---|
| 29 | 29 | | A&M Rural and Community Health Institute or a successor |
|---|
| 30 | 30 | | organization; |
|---|
| 31 | 31 | | (2) provided at no cost to the requesting member; and |
|---|
| 32 | 32 | | (3) available in an electronic format. |
|---|
| 33 | 33 | | SECTION 2. This Act takes effect September 1, 2021. |
