| 7 | 7 | | relating to the procedure for conducting surveys of public land, |

| 8 | 8 | | including the requirements regarding field notes and coordinate |
|---|
| 9 | 9 | | systems. |
|---|
| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 21.041, Natural Resources Code, is |
|---|
| 12 | 12 | | amended to read as follows: |
|---|
| 13 | 13 | | Sec. 21.041. FIELD NOTES OF A SURVEY OF PUBLIC LAND. The |
|---|
| 14 | 14 | | field notes of a survey of public land shall state: |
|---|
| 15 | 15 | | (1) the county in which the land is located; |
|---|
| 16 | 16 | | (2) the authority under which the survey is made and a |
|---|
| 17 | 17 | | true description of the survey; |
|---|
| 18 | 18 | | (3) the land by proper field notes with the necessary |
|---|
| 19 | 19 | | calls and connections for identification, observing the Spanish |
|---|
| 20 | 20 | | measurement by varas; |
|---|
| 21 | 21 | | (4) a diagram of the survey; |
|---|
| 22 | 22 | | (5) the State Plane Coordinates based on the Texas |
|---|
| 23 | 23 | | Coordinate System of 1927, [or] the Texas Coordinate System of |
|---|
| 24 | 24 | | 1983, or an alternative coordinate system adopted under Section |
|---|
| 25 | 25 | | 21.0711 values for the beginning point on the survey with |
|---|
| 26 | 26 | | appropriate reference to zone, mapping angle, grid distances, |
|---|
| 27 | 27 | | acreage and the N.G.S. Station to which the survey is tied; |
|---|
| 28 | 28 | | (6) the names of the field survey personnel; |
|---|
| 29 | 29 | | (7) the date the survey was made; and |
|---|
| 30 | 30 | | (8) the signature of the surveyor. |

| 31 | 31 | | SECTION 2. Subchapter D, Chapter 21, Natural Resources |
|---|
| 32 | 32 | | Code, is amended by adding Section 21.0711 to read as follows: |
|---|
| 33 | 33 | | Sec. 21.0711. ALTERNATIVE COORDINATE SYSTEMS. (a) The |
|---|
| 34 | 34 | | Texas Spatial Reference Center at Texas A&M University--Corpus |
|---|
| 35 | 35 | | Christi established under Section 88.503, Education Code, may adopt |
|---|
| 36 | 36 | | a revised state coordinate system that may be used for purposes of |
|---|
| 37 | 37 | | this subchapter under the authority granted to the center as the |
|---|
| 38 | 38 | | state's facilitator of the National Spatial Reference System. |
|---|
| 39 | 39 | | (b) A revised coordinate system adopted under Subsection |
|---|
| 40 | 40 | | (a) is an official state coordinate system. |
|---|
| 41 | 41 | | SECTION 3. Section 21.077, Natural Resources Code, is |
|---|
| 42 | 42 | | amended to read as follows: |
|---|
| 43 | 43 | | Sec. 21.077. UNIT OF MEASUREMENT. The unit of measurement |
|---|
| 44 | 44 | | in this subchapter has the following values, based on the |
|---|
| 45 | 45 | | International Meter established by the National Bureau of |
|---|
| 46 | 46 | | Standards: |
|---|
| 47 | 47 | | (1) one meter = 39.37 inches exactly; |
|---|
| 48 | 48 | | (2) one U.S. survey foot = 0.3048006096 meter [12.00 |
|---|
| 49 | 49 | | inches exactly]; [and] |
|---|
| 50 | 50 | | (3) one vara = 33-1/3 inches exactly; and |
|---|
| 51 | 51 | | (4) one international foot = 0.3048 meter exactly. |
|---|
| 52 | 52 | | SECTION 4. This Act takes effect September 1, 2021. |
