55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the procedure for conducting surveys of public land,
88 including the requirements regarding field notes and coordinate
99 systems.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 21.041, Natural Resources Code, is
1212 amended to read as follows:
1313 Sec. 21.041. FIELD NOTES OF A SURVEY OF PUBLIC LAND. The
1414 field notes of a survey of public land shall state:
1515 (1) the county in which the land is located;
1616 (2) the authority under which the survey is made and a
1717 true description of the survey;
1818 (3) the land by proper field notes with the necessary
1919 calls and connections for identification, observing the Spanish
2020 measurement by varas;
2121 (4) a diagram of the survey;
2222 (5) the State Plane Coordinates based on the Texas
2323 Coordinate System of 1927, [or] the Texas Coordinate System of
2424 1983, or an alternative coordinate system adopted under Section
2525 21.0711 values for the beginning point on the survey with
2626 appropriate reference to zone, mapping angle, grid distances,
2727 acreage and the N.G.S. Station to which the survey is tied;
2828 (6) the names of the field survey personnel;
2929 (7) the date the survey was made; and
3030 (8) the signature of the surveyor.
3131 SECTION 2. Subchapter D, Chapter 21, Natural Resources
3232 Code, is amended by adding Section 21.0711 to read as follows:
3333 Sec. 21.0711. ALTERNATIVE COORDINATE SYSTEMS. (a) The
3434 Texas Spatial Reference Center at Texas A&M University--Corpus
3535 Christi established under Section 88.503, Education Code, may adopt
3636 a revised state coordinate system that may be used for purposes of
3737 this subchapter under the authority granted to the center as the
3838 state's facilitator of the National Spatial Reference System.
3939 (b) A revised coordinate system adopted under Subsection
4040 (a) is an official state coordinate system.
4141 SECTION 3. Section 21.077, Natural Resources Code, is
4242 amended to read as follows:
4343 Sec. 21.077. UNIT OF MEASUREMENT. The unit of measurement
4444 in this subchapter has the following values, based on the
4545 International Meter established by the National Bureau of
4646 Standards:
4747 (1) one meter = 39.37 inches exactly;
4848 (2) one U.S. survey foot = 0.3048006096 meter [12.00
4949 inches exactly]; [and]
5050 (3) one vara = 33-1/3 inches exactly; and
5151 (4) one international foot = 0.3048 meter exactly.
5252 SECTION 4. This Act takes effect September 1, 2021.
