A BILL TO BE ENTITLED
AN ACT
relating to the issuance of specialty license plates for recipients
of certain Texas military awards.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 504.202(e-1), Transportation Code, is
amended to read as follows:
(e-1) Other than license plates issued under Subsection
(h), license plates issued under this section may include, on
request:
(1) the emblem of the veteran's branch of service; or
(2) one emblem from another license plate to which the
person is entitled under Section 504.308, 504.309, 504.310(b),
504.311, 504.312, 504.313, 504.3135, 504.314, 504.315, 504.316,
504.3161, 504.318, 504.319, 504.320, 504.323, [as added by Chapter
1085 (H.B. 3567), Acts of the 85th Legislature, Regular Session,
2017, or] 504.325, 504.327, 504.328, 504.329, 504.330, 504.331,
504.332, 504.333, 504.334, 504.335, 504.336, 504.337, 504.338,
504.339, 504.340, 504.341, 504.342, 504.343, 504.344, 504.345,
504.346, or 504.347.
SECTION 2. Section 504.315, Transportation Code, is amended
by adding Subsections (r), (s), (t), (u), (v), and (w) to read as
follows:
(r) The department shall issue specialty license plates for
recipients of the Texas Legislative Medal of Honor. License plates
issued under this subsection must include the Texas Legislative
Medal of Honor emblem and must include the words "Texas Legislative
Medal of Honor" at the bottom of each plate.
(s) The department shall issue specialty license plates for
recipients of the Lone Star Medal of Valor. License plates issued
under this subsection must include the Lone Star Medal of Valor
emblem and must include the words "Lone Star Medal of Valor" at the
bottom of each plate.
(t) The department shall issue specialty license plates for
recipients of the Texas Purple Heart Medal. License plates issued
under this subsection must include the Texas Purple Heart Medal
emblem and must include the words "Texas Purple Heart Medal" at the
bottom of each plate.
(u) The department shall issue specialty license plates for
recipients of the Lone Star Distinguished Service Medal. License
plates issued under this subsection must include the Lone Star
Distinguished Service Medal emblem and must include the words "Lone
Star Distinguished Service Medal" at the bottom of each plate.
(v) The department shall issue specialty license plates for
recipients of the Texas Outstanding Service Medal. License plates
issued under this subsection must include the Texas Outstanding
Service Medal emblem and must include the words "Texas Outstanding
Service Medal" at the bottom of each plate.
(w) The department shall issue specialty license plates for
recipients of the Texas Medal of Merit. License plates issued under
this subsection must include the Texas Medal of Merit emblem and
must include the words "Texas Medal of Merit" at the bottom of each
plate.
SECTION 3. Section 504.320, Transportation Code, is amended
by adding Subsection (c-3) to read as follows:
(c-3) The department shall issue specialty license plates
for recipients of the Texas Combat Service Ribbon. License plates
issued under this subsection must include the words "Texas Combat
Service Ribbon" at the bottom of each plate.
SECTION 4. Subchapter D, Chapter 504, Transportation Code,
is amended by adding Sections 504.327, 504.328, 504.329, 504.330,
504.331, 504.332, 504.333, 504.334, 504.335, 504.336, 504.337,
504.338, 504.339, 504.340, 504.341, 504.342, 504.343, 504.344,
504.345, 504.346, and 504.347 to read as follows:
Sec. 504.327. FEDERAL SERVICE MEDAL. The department shall
issue specialty license plates for recipients of the Federal
Service Medal. The license plates must include:
(1) the words "Federal Service Medal"; and
(2) a depiction of the Federal Service Medal emblem.
Sec. 504.328. TEXAS HUMANITARIAN SERVICE MEDAL. The
department shall issue specialty license plates for recipients of
the Texas Humanitarian Service Medal. The license plates must
include:
(1) the words "Texas Humanitarian Service Medal"; and
(2) a depiction of the Texas Humanitarian Service
Medal emblem.
Sec. 504.329. TEXAS HOMELAND DEFENSE SERVICE MEDAL. The
department shall issue specialty license plates for recipients of
the Texas Homeland Defense Service Medal. The license plates must
include:
(1) the words "Texas Homeland Defense Service Medal";
and
(2) a depiction of the Texas Homeland Defense Service
Medal emblem.
Sec. 504.330. TEXAS SUPERIOR SERVICE MEDAL. The department
shall issue specialty license plates for recipients of the Texas
Superior Service Medal who are members or former members of the
Texas military forces, as defined by Section 437.001, Government
Code. The license plates must include:
(1) the words "Texas Superior Service Medal"; and
(2) a depiction of the Texas Superior Service Medal
emblem.
Sec. 504.331. ADJUTANT GENERAL'S INDIVIDUAL AWARD. The
department shall issue specialty license plates for recipients of
the Adjutant General's Individual Award. The license plates must
include:
(1) the words "Adjutant General's Individual Award";
and
(2) a depiction of the Adjutant General's Individual
Award emblem.
Sec. 504.332. COMMANDING GENERAL'S INDIVIDUAL AWARD. The
department shall issue specialty license plates for recipients of
the Commanding General's Individual Award. The license plates must
include:
(1) the words "Commanding General's Individual Award";
and
(2) a depiction of the Commanding General's Individual
Award emblem.
Sec. 504.333. TEXAS STATE GUARD MERITORIOUS SERVICE RIBBON.
The department shall issue specialty license plates for recipients
of the Texas State Guard Meritorious Service Ribbon. The license
plates must include:
(1) the words "Texas State Guard Meritorious Service
Ribbon"; and
(2) a depiction of the Texas State Guard Meritorious
Service Ribbon emblem.
Sec. 504.334. TEXAS STATE GUARD RECRUITING RIBBON. The
department shall issue specialty license plates for recipients of
the Texas State Guard Recruiting Ribbon. The license plates must
include:
(1) the words "Texas State Guard Recruiting Ribbon";
and
(2) a depiction of the Texas State Guard Recruiting
Ribbon emblem.
Sec. 504.335. TEXAS COLD WAR MEDAL. The department shall
issue specialty license plates for recipients of the Texas Cold War
Medal. The license plates must include:
(1) the words "Texas Cold War Medal"; and
(2) a depiction of the Texas Cold War Medal emblem.
Sec. 504.336. TEXAS CAVALRY SERVICE MEDAL. The department
shall issue specialty license plates for recipients of the Texas
Cavalry Service Medal. The license plates must include:
(1) the words "Texas Cavalry Service Medal"; and
(2) a depiction of the Texas Cavalry Service Medal
emblem.
Sec. 504.337. TEXAS FAITHFUL SERVICE MEDAL. The department
shall issue specialty license plates for recipients of the Texas
Faithful Service Medal. The license plates must include:
(1) the words "Texas Faithful Service Medal"; and
(2) a depiction of the Texas Faithful Service Medal
emblem.
Sec. 504.338. TEXAS STATE GUARD SERVICE MEDAL. The
department shall issue specialty license plates for recipients of
the Texas State Guard Service Medal. The license plates must
include:
(1) the words "Texas State Guard Service Medal"; and
(2) a depiction of the Texas State Guard Service Medal
emblem.
Sec. 504.339. OFFICER PROFESSIONAL DEVELOPMENT RIBBON. The
department shall issue specialty license plates for recipients of
the Officer Professional Development Ribbon. The license plates
must include:
(1) the words "Officer Professional Development
Ribbon"; and
(2) a depiction of the Officer Professional
Development Ribbon emblem.
Sec. 504.340. NCO PROFESSIONAL DEVELOPMENT RIBBON. The
department shall issue specialty license plates for recipients of
the NCO Professional Development Ribbon. The license plates must
include:
(1) the words "NCO Professional Development Ribbon";
and
(2) a depiction of the NCO Professional Development
Ribbon emblem.
Sec. 504.341. ENLISTED PERSONNEL BASIC TRAINING RIBBON.
The department shall issue specialty license plates for recipients
of the Enlisted Personnel Basic Training Ribbon. The license
plates must include:
(1) the words "Enlisted Personnel Basic Training
Ribbon"; and
(2) a depiction of the Enlisted Personnel Basic
Training Ribbon emblem.
Sec. 504.342. PHYSICAL FITNESS RIBBON. The department
shall issue specialty license plates for recipients of the Physical
Fitness Ribbon. The license plates must include:
(1) the words "Physical Fitness Ribbon"; and
(2) a depiction of the Physical Fitness Ribbon emblem.
Sec. 504.343. TEXAS GOVERNOR'S UNIT CITATION. The
department shall issue specialty license plates for recipients of
the Texas Governor's Unit Citation. The license plates must
include:
(1) the words "Texas Governor's Unit Citation"; and
(2) a depiction of the Texas Governor's Unit Citation
emblem.
Sec. 504.344. MERITORIOUS UNIT AWARD. The department shall
issue specialty license plates for recipients of the Meritorious
Unit Award. The license plates must include:
(1) the words "Meritorious Unit Award"; and
(2) a depiction of the Meritorious Unit Award emblem.
Sec. 504.345. ORGANIZATIONAL EXCELLENCE AWARD. The
department shall issue specialty license plates for recipients of
the Organizational Excellence Award. The license plates must
include:
(1) the words "Organizational Excellence Award"; and
(2) a depiction of the Organizational Excellence Award
emblem.
Sec. 504.346. TEXAS STATE GUARD ASSOCIATION RIBBON. The
department shall issue specialty license plates for recipients of
the Texas State Guard Association Ribbon. The license plates
issued under this subsection must include the words "Texas State
Guard Association Ribbon" at the bottom of each plate.
Sec. 504.347. STATE GUARD ASSOCIATION OF THE UNITED STATES
CITATION AND RIBBONS. (a) The department shall issue specialty
license plates for recipients of the State Guard Association of the
United States Ribbon. The license plates issued under this
subsection must include the words "State Guard Association of the
United States Ribbon" at the bottom of each plate.
(b) The department shall issue specialty license plates for
recipients of the State Guard Association of the United States
Superior Unit Citation. The license plates issued under this
subsection must include the words "State Guard Association of the
United States Superior Unit Citation" at the bottom of each plate.
(c) The department shall issue specialty license plates for
recipients of the State Guard Association of the United States
Distinguished Service Ribbon. The license plates issued under this
subsection must include the words "State Guard Association of the
United States Distinguished Service Ribbon" at the bottom of each
plate.
(d) The department shall issue specialty license plates for
recipients of the State Guard Association of the United States
Meritorious Service Ribbon. The license plates issued under this
subsection must include the words "State Guard Association of the
United States Meritorious Service Ribbon" at the bottom of each
plate.
(e) The department shall issue specialty license plates for
recipients of the State Guard Association of the United States
Commendation Ribbon. The license plates issued under this
subsection must include the words "State Guard Association of the
United States Commendation Ribbon" at the bottom of each plate.
(f) The department shall issue specialty license plates for
recipients of the State Guard Association of the United States
Achievement Ribbon. The license plates issued under this
subsection must include the words "State Guard Association of the
United States Achievement Ribbon" at the bottom of each plate.
(g) The department shall issue specialty license plates for
recipients of the State Guard Association of the United States
Service Ribbon. The license plates issued under this subsection
must include the words "State Guard Association of the United
States Service Ribbon" at the bottom of each plate.
SECTION 5. To the extent of any conflict, this Act prevails
over another Act of the 87th Legislature, Regular Session, 2021,
relating to nonsubstantive additions to and corrections in enacted
codes.
SECTION 6. This Act takes effect September 1, 2021.
