 A BILL TO BE ENTITLED
 AN ACT
 relating to the authority of a county to regulate lot frontages on
 certain roads.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 232.103, Local Government Code, is
 amended to read as follows:
 Sec. 232.103.  LOT FRONTAGES. (a) By an order adopted and
 entered in the minutes of the commissioners court and after a notice
 is published in a newspaper of general circulation in the county,
 the commissioners court may adopt reasonable standards for minimum
 lot frontages on existing county roads and establish reasonable
 standards for the lot frontages in relation to curves in the road.
 (b)  A commissioners court may adopt reasonable standards
 for minimum lot frontages on all proposed and existing roads in the
 unincorporated area of the county if authorized to do so by the
 qualified voters of the county at an election held for that purpose.
 The commissioners court shall order an election under this
 subsection on receipt of a petition signed by a number of registered
 voters equal to at least 20 percent of the number of qualified
 voters who voted in the most recent county election. The
 commissioners court may not call the election on its own motion.
 (1)  Subsection (b) only applies to a county that:
 (a)  has a population between 30,000 and 40,000
 (b)  borders a county with a population of 1.7
 million
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2021.
