| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 547.604, Transportation Code, is amended |
|---|
| 10 | 10 | | by adding Subsection (c) to read as follows: |
|---|
| 11 | 11 | | (c) A motor vehicle may not emit a sound of more than 95 |
|---|
| 12 | 12 | | decibels, measured 20 inches from the tailpipe of the muffler, |
|---|
| 13 | 13 | | while the vehicle is operating in neutral between 3,000 and 5,000 |
|---|
| 14 | 14 | | revolutions per minute. |
|---|
| 15 | 15 | | SECTION 2. Section 548.051(a), Transportation Code, is |
|---|
| 16 | 16 | | amended to read as follows: |
|---|
| 17 | 17 | | (a) A motor vehicle, trailer, semitrailer, pole trailer, or |
|---|
| 18 | 18 | | mobile home, registered in this state, must have the following |
|---|
| 19 | 19 | | items inspected at an inspection station or by an inspector: |
|---|
| 20 | 20 | | (1) tires; |
|---|
| 21 | 21 | | (2) wheel assembly; |
|---|
| 22 | 22 | | (3) safety guards or flaps, if required by Section |
|---|
| 23 | 23 | | 547.606; |
|---|
| 24 | 24 | | (4) brake system, including power brake unit; |
|---|
| 25 | 25 | | (5) steering system, including power steering; |
|---|
| 26 | 26 | | (6) lighting equipment; |
|---|
| 27 | 27 | | (7) horns and warning devices; |
|---|
| 28 | 28 | | (8) mirrors; |
|---|
| 29 | 29 | | (9) windshield wipers; |
|---|
| 30 | 30 | | (10) sunscreening devices, unless the vehicle is |
|---|
| 31 | 31 | | exempt from sunscreen device restrictions under Section 547.613; |
|---|
| 32 | 32 | | (11) front seat belts in vehicles on which seat belt |
|---|
| 33 | 33 | | anchorages were part of the manufacturer's original equipment; |
|---|
| 34 | 34 | | (12) exhaust system, including the muffler; |
|---|
| 35 | 35 | | (13) exhaust emission system; |
|---|
| 36 | 36 | | (14) fuel tank cap, using pressurized testing |
|---|
| 37 | 37 | | equipment approved by department rule; and |
|---|
| 38 | 38 | | (15) emissions control equipment as designated by |
|---|
| 39 | 39 | | department rule. |

| 40 | 40 | | SECTION 3. This Act takes effect September 1, 2021. |
