4	10		AN ACT
5	11		relating to the establishment of the Texas youth livestock show
6	12		grant program.
7	13		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	14		SECTION 1. Title 3, Agriculture Code, is amended by adding
9	15		Chapter 50E to read as follows:
10	16		CHAPTER 50E. TEXAS YOUTH LIVESTOCK SHOW GRANT PROGRAM
11	17		Sec. 50E.001. TEXAS YOUTH LIVESTOCK SHOW GRANT PROGRAM.
12	18		(a) The office of the governor shall establish and administer the
13	19		Texas youth livestock show grant program. The office of the
14	20		governor shall:
15	21		(1) establish grant eligibility requirements, subject
16	22		to Subsection (c);
17	23		(2) establish a grant application process; and
18	24		(3) encourage participation from livestock shows of
19	25		varying sizes, types of entries, and needs.
20	26		(b) Grants under this section may be used only to provide
21	27		financial assistance to youth livestock shows in this state.
22	28		(c) A youth livestock show is eligible for a grant under
23	29		this section if the livestock show is part of a county or state
24	30		youth livestock validation program and has Texas 4-H and Texas FFA
25	31		engagement or sanction.
26	32		Sec. 50E.002. TEXAS YOUTH LIVESTOCK SHOW FUND. (a) The
27	33		Texas youth livestock show fund is an account in the general revenue
28	34		fund administered by the office of the governor. Money in the
29	35		account may be used only by the office of the governor to provide
30	36		grants under Section 50E.001 and to promote and encourage donations
31	37		to the fund. Not more than 10 percent of the money in the account
32	38		may be used to promote and encourage donations to the fund.
33	39		(b) The Texas youth livestock show fund consists of:
34	40		(1) gifts, grants, including federal grants, and other
35	41		donations received for the fund;
36	42		(2) interest earned on the investment of money in the
37	43		fund;
38	44		(3) any money appropriated to the fund by the
39	45		legislature; and
40	46		(4) money received from the federal government that
41	47		may be used for a purpose described by Subsection (a) and that is
42	48		transferred or deposited to the credit of the fund by the
43	49		legislature.
44	50		(c) The office of the governor may accept grants, gifts, or
45	51		donations from any source that are made for the purposes of this
46	52		chapter. Money received under this subsection shall be deposited
47	53		in the Texas youth livestock show fund.
48	54		SECTION 2. This Act takes effect immediately if it receives
49	55		a vote of two-thirds of all the members elected to each house, as
50	56		provided by Section 39, Article III, Texas Constitution. If this
51	57		Act does not receive the vote necessary for immediate effect, this
52	58		Act takes effect September 1, 2021.
