410 AN ACT
511 relating to the establishment of the Texas youth livestock show
612 grant program.
713 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
814 SECTION 1. Title 3, Agriculture Code, is amended by adding
915 Chapter 50E to read as follows:
1016 CHAPTER 50E. TEXAS YOUTH LIVESTOCK SHOW GRANT PROGRAM
1117 Sec. 50E.001. TEXAS YOUTH LIVESTOCK SHOW GRANT PROGRAM.
1218 (a) The office of the governor shall establish and administer the
1319 Texas youth livestock show grant program. The office of the
1420 governor shall:
1521 (1) establish grant eligibility requirements, subject
1622 to Subsection (c);
1723 (2) establish a grant application process; and
1824 (3) encourage participation from livestock shows of
1925 varying sizes, types of entries, and needs.
2026 (b) Grants under this section may be used only to provide
2127 financial assistance to youth livestock shows in this state.
2228 (c) A youth livestock show is eligible for a grant under
2329 this section if the livestock show is part of a county or state
2430 youth livestock validation program and has Texas 4-H and Texas FFA
2531 engagement or sanction.
2632 Sec. 50E.002. TEXAS YOUTH LIVESTOCK SHOW FUND. (a) The
2733 Texas youth livestock show fund is an account in the general revenue
2834 fund administered by the office of the governor. Money in the
2935 account may be used only by the office of the governor to provide
3036 grants under Section 50E.001 and to promote and encourage donations
3137 to the fund. Not more than 10 percent of the money in the account
3238 may be used to promote and encourage donations to the fund.
3339 (b) The Texas youth livestock show fund consists of:
3440 (1) gifts, grants, including federal grants, and other
3541 donations received for the fund;
3642 (2) interest earned on the investment of money in the
3743 fund;
3844 (3) any money appropriated to the fund by the
3945 legislature; and
4046 (4) money received from the federal government that
4147 may be used for a purpose described by Subsection (a) and that is
4248 transferred or deposited to the credit of the fund by the
4349 legislature.
4450 (c) The office of the governor may accept grants, gifts, or
4551 donations from any source that are made for the purposes of this
4652 chapter. Money received under this subsection shall be deposited
4753 in the Texas youth livestock show fund.
4854 SECTION 2. This Act takes effect immediately if it receives
4955 a vote of two-thirds of all the members elected to each house, as
5056 provided by Section 39, Article III, Texas Constitution. If this
5157 Act does not receive the vote necessary for immediate effect, this
5258 Act takes effect September 1, 2021.
