| 8 | 8 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 9 | 9 | SECTION 1. Chapter 322, Government Code, is amended by | |
| 10 | 10 | adding Section 322.0082 to read as follows: | |
| 11 | 11 | Sec. 322.0082. BUDGET COMPARISONS. (a) This section | |
| 12 | 12 | applies only to a publicly available report or other document | |
| 13 | 13 | prepared by the board that compares appropriations made for one | |
| 14 | 14 | state fiscal biennium or year with the appropriations made for one | |
| 15 | 15 | or more other state fiscal bienniums or years. | |
| 16 | 16 | (b) The board in a report or other document to which this | |
| 17 | 17 | section applies shall ensure that a consistent accounting | |
| 18 | 18 | methodology is used for purposes of the report or document by | |
| 19 | 19 | adjusting the reported amount of appropriations made by the | |
| 20 | 20 | legislature to a state agency or institution as necessary so that | |
| 21 | 21 | the appropriations made for each of the state fiscal bienniums or | |
| 22 | 22 | years being compared reflect the approved accounting methodology | |
| 23 | 23 | for the latest of the state fiscal bienniums or years being | |
| 24 | 24 | compared. | |
| 25 | 25 | SECTION 2. This Act takes effect September 1, 2021. |
