| 8 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 15 | | SECTION 1. Section 23.013, Tax Code, is amended by adding |
|---|
| 10 | 16 | | Subsection (e) to read as follows: |
|---|
| 11 | 17 | | (e) In this subsection, "designated historic district" |
|---|
| 12 | 18 | | means an area that is zoned or otherwise designated as a historic |
|---|
| 13 | 19 | | district under municipal, state, or federal law. In determining |
|---|
| 14 | 20 | | the market value of residential real property located in a |
|---|
| 15 | 21 | | designated historic district, the chief appraiser shall consider |
|---|
| 16 | 22 | | the effect on the property's value of any restriction placed by the |
|---|
| 17 | 23 | | historic district on the property owner's ability to alter, |
|---|
| 18 | 24 | | improve, or repair the property. |
|---|
| 19 | 25 | | SECTION 2. This Act applies to the appraisal for ad valorem |
|---|
| 20 | 26 | | tax purposes of residential real property only for a tax year |
|---|
| 21 | 27 | | beginning on or after the effective date of this Act. |
|---|
| 22 | 28 | | SECTION 3. This Act takes effect January 1, 2022. |
