10+ A BILL TO BE ENTITLED
411 AN ACT
512 relating to the establishment of a committee to study the formation
613 of a Texas Bicentennial Commission.
714 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
815 SECTION 1. DEFINITION. In this Act, "committee" means the
916 committee established under Section 2 of this Act.
10- SECTION 2. COMMITTEE. (a) The committee is composed of 18

1219 (1) one member appointed by the governor who serves as
13- presiding officer;

1421 (2) one member appointed jointly by the lieutenant

17- (3) five senators appointed by the lieutenant
18- governor;
19- (4) five representatives appointed by the speaker of
20- the house of representatives; and
21- (5) six nonvoting members appointed by the governor
22- who are residents of this state with at least one member appointed
23- from each state senatorial district that contains one of the
24- following:
25- (A) Fair Park;
26- (B) the San Jacinto Battleground State Historic
27- Site;
28- (C) the Alamo;
29- (D) the State Capitol; or
30- (E) Washington-on-the-Brazos State Historic
31- Site.

24+ (3) two members appointed by each senator:
25+ (A) both of whom must be residents of the
26+ senator's district;
27+ (B) one of whom must be male and the other female;
28+ (C) one of whom must be:
29+ (i) a member of a county historical
30+ commission or local historical society in the senator's district
31+ and recommended by the commission or society, if there is at least
32+ one county historical commission or local historical society in the
33+ district; or
34+ (ii) otherwise recommended by a county
35+ commissioners court in the senator's district as knowledgeable on
36+ local history; and
37+ (D) one of whom must be selected after soliciting
38+ input from each county judge in the senator's district on the
39+ proposed member;
40+ (4) four members appointed by the chair of the Texas
41+ Legislative Black Caucus in consultation with the members of the
42+ caucus;
43+ (5) four members appointed by the chair of the Mexican
44+ American Legislative Caucus in consultation with the members of the
45+ caucus;
46+ (6) one member appointed by the commissioner of the
47+ General Land Office to represent that office;
48+ (7) one member appointed by the comptroller to
49+ represent the comptroller's office;
50+ (8) one member appointed by the executive director of
51+ the Texas Historical Commission to represent that commission;
52+ (9) one member appointed by the director and librarian
53+ of the Texas State Library and Archives Commission; and
54+ (10) one member appointed by the executive director of
55+ the Texas Commission on the Arts to represent that commission.
3256 (b) The committee must reflect the racial, ethnic, and
3357 geographic diversity of this state.
3458 (c) The committee shall meet at the call of the presiding
3559 officer. Committee meetings may be held in person, by telephone, or
3660 by other means of communication.
3761 (d) The committee may establish subcommittees to assist the
3862 committee in carrying out its duties under this Act.
3963 (e) A member of the committee may not receive compensation
4064 for service on the committee.
4165 (f) The General Land Office and the Texas Historical
4266 Commission shall provide administrative support services at the
4367 request of the committee, including assisting in drafting and
4468 compiling the report required by this Act.
4569 (g) Committee meetings must be open to the public.
4670 SECTION 3. STUDY; REPORT. (a) The committee shall study
4771 the formation of a Texas Bicentennial Commission to plan this
4872 state's celebration of the 2036 bicentennial, including:
4973 (1) the composition of the commission, the manner of
5074 appointing its members, and the total number of members; and
5175 (2) the scope and duties of the commission.
5276 (b) Not later than December 30, 2022, the committee shall
5377 submit a written report to each member of the legislature with
5478 recommendations on the areas of study described by Subsection (a)
5579 of this section and any other recommendations the committee
5680 considers appropriate.
5781 SECTION 4. EXPIRATION. The committee is abolished and this
5882 Act expires January 1, 2023.
5983 SECTION 5. EFFECTIVE DATE. This Act takes effect September
6084 1, 2021.
