411 AN ACT
512 relating to the collection and use of suicide data by the statewide
613 behavioral health coordinating council.
714 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
815 SECTION 1. Section 531.476, Government Code, is amended to
916 read as follows:
1017 Sec. 531.476. POWERS AND DUTIES. (a) The council:
1118 (1) shall develop and monitor the implementation of a
1219 five-year statewide behavioral health strategic plan;
1320 (2) shall develop a biennial coordinated statewide
1421 behavioral health expenditure proposal;
1522 (3) shall annually publish an updated inventory of
1623 behavioral health programs and services that are funded by the
1724 state that includes a description of how those programs and
1825 services further the purpose of the statewide behavioral health
1926 strategic plan;
2027 (4) may create subcommittees to carry out the
2128 council's duties under this subchapter; and
2229 (5) may facilitate opportunities to increase
2330 collaboration for the effective expenditure of available federal
2431 and state funds for behavioral and mental health services in this
2532 state.
2633 (b) The council shall include statewide suicide prevention
2734 efforts in its five-year statewide behavioral health strategic plan
2835 under Subsection (a).
2936 SECTION 2. Subchapter M-1, Chapter 531, Government Code, is
3037 amended by adding Section 531.477 to read as follows:
3138 Sec. 531.477. SUICIDE PREVENTION SUBCOMMITTEE; SUICIDE
3239 DATA REPORTS. (a) The council shall create a suicide prevention
3340 subcommittee to focus on statewide suicide prevention efforts using
3441 information collected by the council from available sources of
3542 suicide data reports. The suicide prevention subcommittee shall
3643 establish guidelines for the frequent use of those reports in
3744 carrying out the council's purpose under this subchapter.
3845 (b) The subcommittee created under this section shall
3946 establish a method for identifying how suicide data reports are
4047 used to make policy.
4148 (c) Public or private entities that collect information
4249 regarding suicide and suicide prevention may provide suicide data
4350 reports to commission staff designated by the executive
4451 commissioner to receive those reports.
4552 SECTION 3. This Act takes effect immediately if it receives
4653 a vote of two-thirds of all the members elected to each house, as
4754 provided by Section 39, Article III, Texas Constitution. If this
4855 Act does not receive the vote necessary for immediate effect, this
4956 Act takes effect September 1, 2021.
