4	11		AN ACT
5	12		relating to the collection and use of suicide data by the statewide
6	13		behavioral health coordinating council.
7	14		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	15		SECTION 1. Section 531.476, Government Code, is amended to
9	16		read as follows:
10	17		Sec. 531.476. POWERS AND DUTIES. (a) The council:
11	18		(1) shall develop and monitor the implementation of a
12	19		five-year statewide behavioral health strategic plan;
13	20		(2) shall develop a biennial coordinated statewide
14	21		behavioral health expenditure proposal;
15	22		(3) shall annually publish an updated inventory of
16	23		behavioral health programs and services that are funded by the
17	24		state that includes a description of how those programs and
18	25		services further the purpose of the statewide behavioral health
19	26		strategic plan;
20	27		(4) may create subcommittees to carry out the
21	28		council's duties under this subchapter; and
22	29		(5) may facilitate opportunities to increase
23	30		collaboration for the effective expenditure of available federal
24	31		and state funds for behavioral and mental health services in this
25	32		state.
26	33		(b) The council shall include statewide suicide prevention
27	34		efforts in its five-year statewide behavioral health strategic plan
28	35		under Subsection (a).
29	36		SECTION 2. Subchapter M-1, Chapter 531, Government Code, is
30	37		amended by adding Section 531.477 to read as follows:
31	38		Sec. 531.477. SUICIDE PREVENTION SUBCOMMITTEE; SUICIDE
32	39		DATA REPORTS. (a) The council shall create a suicide prevention
33	40		subcommittee to focus on statewide suicide prevention efforts using
34	41		information collected by the council from available sources of
35	42		suicide data reports. The suicide prevention subcommittee shall
36	43		establish guidelines for the frequent use of those reports in
37	44		carrying out the council's purpose under this subchapter.
38	45		(b) The subcommittee created under this section shall
39	46		establish a method for identifying how suicide data reports are
40	47		used to make policy.
41	48		(c) Public or private entities that collect information
42	49		regarding suicide and suicide prevention may provide suicide data
43	50		reports to commission staff designated by the executive
44	51		commissioner to receive those reports.
45	52		SECTION 3. This Act takes effect immediately if it receives
46	53		a vote of two-thirds of all the members elected to each house, as
47	54		provided by Section 39, Article III, Texas Constitution. If this
48	55		Act does not receive the vote necessary for immediate effect, this
49	56		Act takes effect September 1, 2021.
