8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. Section 4.001(b), Education Code, is amended to |
---|
10 | 10 | | read as follows: |
---|
11 | 11 | | (b) The objectives of public education are: |
---|
12 | 12 | | OBJECTIVE 1: Parents will be full partners with educators in |
---|
13 | 13 | | the education of their children. |
---|
14 | 14 | | OBJECTIVE 2: Students will be encouraged and challenged to |
---|
15 | 15 | | meet their full educational potential. |
---|
16 | 16 | | OBJECTIVE 3: Through enhanced dropout prevention efforts, |
---|
17 | 17 | | all students will remain in school until they obtain a high school |
---|
18 | 18 | | diploma. |
---|
19 | 19 | | OBJECTIVE 4: A well-balanced and appropriate curriculum will |
---|
20 | 20 | | be provided to all students. Through that curriculum, students |
---|
21 | 21 | | will be prepared to succeed in a variety of postsecondary |
---|
22 | 22 | | activities, including employment and enrollment in institutions of |
---|
23 | 23 | | higher education. |
---|
24 | 24 | | OBJECTIVE 5: Educators will prepare students to be |
---|
25 | 25 | | thoughtful, active citizens who have an appreciation for the basic |
---|
26 | 26 | | values of our state and national heritage and who can understand and |
---|
27 | 27 | | productively function in a free enterprise society. |
---|
28 | 28 | | OBJECTIVE 6: Qualified and highly effective personnel will |
---|
29 | 29 | | be recruited, developed, and retained. |
---|
30 | 30 | | OBJECTIVE 7: The state's students will demonstrate exemplary |
---|
31 | 31 | | performance in comparison to national and international standards. |
---|
32 | 32 | | OBJECTIVE 8: School campuses will maintain a safe and |
---|
33 | 33 | | disciplined environment conducive to student learning. |
---|
34 | 34 | | OBJECTIVE 9: Educators will keep abreast of the development |
---|
35 | 35 | | of creative and innovative techniques in instruction and |
---|
36 | 36 | | administration using those techniques as appropriate to improve |
---|
37 | 37 | | student learning. |
---|
38 | 38 | | OBJECTIVE 10: Technology will be implemented and used to |
---|
39 | 39 | | increase the effectiveness of student learning, instructional |
---|
40 | 40 | | management, staff development, and administration. |
---|
41 | 41 | | OBJECTIVE 11: The State Board of Education, the agency, and |
---|
42 | 42 | | the commissioner shall assist school districts and charter schools |
---|
43 | 43 | | in providing career and technology education to students. |
---|
44 | 44 | | OBJECTIVE 12: Students will be partners with educators and |
---|
45 | 45 | | administrators in the design, delivery, and success of the |
---|
46 | 46 | | students' education. |
---|
47 | 47 | | SECTION 2. Subchapter B, Chapter 7, Education Code, is |
---|
48 | 48 | | amended by adding Sections 7.041 and 7.042 to read as follows: |
---|
49 | 49 | | Sec. 7.041. STUDENT EXPERIENCE STUDY. (a) Not less than |
---|
50 | 50 | | once every two years, the agency shall commission a statewide study |
---|
51 | 51 | | of student experience that must: |
---|
52 | 52 | | (1) evaluate student experience relating to: |
---|
53 | 53 | | (A) teacher effectiveness; |
---|
54 | 54 | | (B) campus culture and climate; |
---|
55 | 55 | | (C) postgraduate readiness; |
---|
56 | 56 | | (D) mental health; |
---|
57 | 57 | | (E) partnership and agency in decision-making; |
---|
58 | 58 | | (F) safety; |
---|
59 | 59 | | (G) discipline; and |
---|
60 | 60 | | (H) rigor and effectiveness; |
---|
61 | 61 | | (2) report information disaggregated by every student |
---|
62 | 62 | | subpopulation identified by the agency that includes more than 25 |
---|
63 | 63 | | students; |
---|
64 | 64 | | (3) use multiple modes of gathering quantitative and |
---|
65 | 65 | | qualitative data, including surveys, one-on-one interviews, and |
---|
66 | 66 | | focus groups; |
---|
67 | 67 | | (4) involve students in the planning and |
---|
68 | 68 | | implementation of the study; and |
---|
69 | 69 | | (5) include a representative sample set of suitable |
---|
70 | 70 | | size and diversity in terms of geography, income, race, learning |
---|
71 | 71 | | differences, and language abilities. |
---|
72 | 72 | | (b) Using the results of the statewide student experience |
---|
73 | 73 | | survey commissioned under Subsection (a), the agency shall: |
---|
74 | 74 | | (1) identify and track progress toward statewide |
---|
75 | 75 | | student experience goals; |
---|
76 | 76 | | (2) provide recommendations to the legislature |
---|
77 | 77 | | regarding allocation of educational resources; |
---|
78 | 78 | | (3) provide analysis of the effects of prior state |
---|
79 | 79 | | legislative enactments applicable to student experience; and |
---|
80 | 80 | | (4) provide coaching opportunities to school |
---|
81 | 81 | | districts whose students participate in the study. |
---|
82 | 82 | | (c) The results of the statewide student experience study |
---|
83 | 83 | | commissioned under Subsection (a) may not be used for purposes of |
---|
84 | 84 | | determining compensation for teachers. |
---|
85 | 85 | | (d) Not later than December 1 of each even-numbered year, |
---|
86 | 86 | | the agency shall submit a report that includes the results of the |
---|
87 | 87 | | latest statewide experience study commissioned under Subsection |
---|
88 | 88 | | (a) and any associated recommendations to: |
---|
89 | 89 | | (1) the governor and each member of the legislature; |
---|
90 | 90 | | and |
---|
91 | 91 | | (2) the superintendent and the president of the board |
---|
92 | 92 | | of trustees of each school district in this state. |
---|
93 | 93 | | Sec. 7.042. STUDENT PARTNERSHIP IN EDUCATION. The agency |
---|
94 | 94 | | shall: |
---|
95 | 95 | | (1) ensure decision-makers at state and local levels |
---|
96 | 96 | | are equipped to partner with students in the design, delivery, and |
---|
97 | 97 | | success of the students' education; |
---|
98 | 98 | | (2) direct the board of trustees of each school |
---|
99 | 99 | | district to establish and monitor progress toward at least one goal |
---|
100 | 100 | | relating to student experience; |
---|
101 | 101 | | (3) develop or adopt and disseminate tools for school |
---|
102 | 102 | | districts to assess the extent to which they are partnering with |
---|
103 | 103 | | students in the design, delivery, and success of students' |
---|
104 | 104 | | education; |
---|
105 | 105 | | (4) develop and provide training to school district |
---|
106 | 106 | | leaders, educators, and students regarding the facilitation of |
---|
107 | 107 | | partnerships between students and adults in the school |
---|
108 | 108 | | administration and measures for determining the success of student |
---|
109 | 109 | | education; and |
---|
110 | 110 | | (5) develop and provide training for boards of |
---|
111 | 111 | | trustees of school districts regarding methods to use students as |
---|
112 | 112 | | partners in the process of governing the boards' districts. |
---|
113 | 113 | | SECTION 3. Not later than December 1, 2022, the Texas |
---|
114 | 114 | | Education Agency shall submit the first report that includes the |
---|
115 | 115 | | results of the statewide student experience study and any |
---|
116 | 116 | | associated recommendations as required by Section 7.041, Education |
---|
117 | 117 | | Code, as added by this Act. |
---|
118 | 118 | | SECTION 4. This Act takes effect immediately if it receives |
---|
119 | 119 | | a vote of two-thirds of all the members elected to each house, as |
---|
120 | 120 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
121 | 121 | | Act does not receive the vote necessary for immediate effect, this |
---|
122 | 122 | | Act takes effect September 1, 2021. |
