55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a student experience study for public school students.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 4.001(b), Education Code, is amended to
1010 read as follows:
1111 (b) The objectives of public education are:
1212 OBJECTIVE 1: Parents will be full partners with educators in
1313 the education of their children.
1414 OBJECTIVE 2: Students will be encouraged and challenged to
1515 meet their full educational potential.
1616 OBJECTIVE 3: Through enhanced dropout prevention efforts,
1717 all students will remain in school until they obtain a high school
1818 diploma.
1919 OBJECTIVE 4: A well-balanced and appropriate curriculum will
2020 be provided to all students. Through that curriculum, students
2121 will be prepared to succeed in a variety of postsecondary
2222 activities, including employment and enrollment in institutions of
2323 higher education.
2424 OBJECTIVE 5: Educators will prepare students to be
2525 thoughtful, active citizens who have an appreciation for the basic
2626 values of our state and national heritage and who can understand and
2727 productively function in a free enterprise society.
2828 OBJECTIVE 6: Qualified and highly effective personnel will
2929 be recruited, developed, and retained.
3030 OBJECTIVE 7: The state's students will demonstrate exemplary
3131 performance in comparison to national and international standards.
3232 OBJECTIVE 8: School campuses will maintain a safe and
3333 disciplined environment conducive to student learning.
3434 OBJECTIVE 9: Educators will keep abreast of the development
3535 of creative and innovative techniques in instruction and
3636 administration using those techniques as appropriate to improve
3737 student learning.
3838 OBJECTIVE 10: Technology will be implemented and used to
3939 increase the effectiveness of student learning, instructional
4040 management, staff development, and administration.
4141 OBJECTIVE 11: The State Board of Education, the agency, and
4242 the commissioner shall assist school districts and charter schools
4343 in providing career and technology education to students.
4444 OBJECTIVE 12: Students will be partners with educators and
4545 administrators in the design, delivery, and success of the
4646 students' education.
4747 SECTION 2. Subchapter B, Chapter 7, Education Code, is
4848 amended by adding Sections 7.041 and 7.042 to read as follows:
4949 Sec. 7.041. STUDENT EXPERIENCE STUDY. (a) Not less than
5050 once every two years, the agency shall commission a statewide study
5151 of student experience that must:
5252 (1) evaluate student experience relating to:
5353 (A) teacher effectiveness;
5454 (B) campus culture and climate;
5555 (C) postgraduate readiness;
5656 (D) mental health;
5757 (E) partnership and agency in decision-making;
5858 (F) safety;
5959 (G) discipline; and
6060 (H) rigor and effectiveness;
6161 (2) report information disaggregated by every student
6262 subpopulation identified by the agency that includes more than 25
6363 students;
6464 (3) use multiple modes of gathering quantitative and
6565 qualitative data, including surveys, one-on-one interviews, and
6666 focus groups;
6767 (4) involve students in the planning and
6868 implementation of the study; and
6969 (5) include a representative sample set of suitable
7070 size and diversity in terms of geography, income, race, learning
7171 differences, and language abilities.
7272 (b) Using the results of the statewide student experience
7373 survey commissioned under Subsection (a), the agency shall:
7474 (1) identify and track progress toward statewide
7575 student experience goals;
7676 (2) provide recommendations to the legislature
7777 regarding allocation of educational resources;
7878 (3) provide analysis of the effects of prior state
7979 legislative enactments applicable to student experience; and
8080 (4) provide coaching opportunities to school
8181 districts whose students participate in the study.
8282 (c) The results of the statewide student experience study
8383 commissioned under Subsection (a) may not be used for purposes of
8484 determining compensation for teachers.
8585 (d) Not later than December 1 of each even-numbered year,
8686 the agency shall submit a report that includes the results of the
8787 latest statewide experience study commissioned under Subsection
8888 (a) and any associated recommendations to:
8989 (1) the governor and each member of the legislature;
9090 and
9191 (2) the superintendent and the president of the board
9292 of trustees of each school district in this state.
9393 Sec. 7.042. STUDENT PARTNERSHIP IN EDUCATION. The agency
9494 shall:
9595 (1) ensure decision-makers at state and local levels
9696 are equipped to partner with students in the design, delivery, and
9797 success of the students' education;
9898 (2) direct the board of trustees of each school
9999 district to establish and monitor progress toward at least one goal
100100 relating to student experience;
101101 (3) develop or adopt and disseminate tools for school
102102 districts to assess the extent to which they are partnering with
103103 students in the design, delivery, and success of students'
104104 education;
105105 (4) develop and provide training to school district
106106 leaders, educators, and students regarding the facilitation of
107107 partnerships between students and adults in the school
108108 administration and measures for determining the success of student
109109 education; and
110110 (5) develop and provide training for boards of
111111 trustees of school districts regarding methods to use students as
112112 partners in the process of governing the boards' districts.
113113 SECTION 3. Not later than December 1, 2022, the Texas
114114 Education Agency shall submit the first report that includes the
115115 results of the statewide student experience study and any
116116 associated recommendations as required by Section 7.041, Education
117117 Code, as added by this Act.
118118 SECTION 4. This Act takes effect immediately if it receives
119119 a vote of two-thirds of all the members elected to each house, as
120120 provided by Section 39, Article III, Texas Constitution. If this
121121 Act does not receive the vote necessary for immediate effect, this
122122 Act takes effect September 1, 2021.
