LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION April 14, 2021 TO: Honorable James White, Chair, House Committee on Homeland Security & Public Safety FROM: Jerry McGinty, Director, Legislative Budget Board IN RE: HB4191 by Sanford (Relating to the renewal, expiration, and suspension of driver's licenses; increasing a fee.), As Introduced The fiscal implications of the bill cannot be determined at this time. The bill would amend the Transportation Code by increasing the fee for renewing a driver's license that has been expired for more than 90 days by $20. The bill would amend Section 706 relating to the length of time the Texas Department of Public Safety (DPS) could deny renewal of the driver's license of a person who fails to appear for a complaint or citation or fails to pay certain judgments. The Comptroller of Public Accounts indicates that provisions of the bill would add $20 to the fee to renew a driver's license that has been expired for more than 90 days. To the extent individuals whose licenses have been expired longer than 90 days renew their licenses, there would be a gain to Fund 0365 Texas Mobility Fund. However, the fiscal impact cannot be determined. This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources. Local Government ImpactNo fiscal implication to units of local government is anticipated.
